This indicates to me that Rising from the Last War must have been received well, and that there is some interest in the Eberron setting. So, I was wondering, when they eventually come out with Eberron stuff for 5.5, how would they handle Dragonmarks? Here is a suggestion I have.

They would give the d4 features from Rising from the Last War, the cantrips and single use spells from Rising from the Last War, and the other features from RftLW that are not directly spell related (such as Lightning Resistance for the Mark of the Storm or the ability to target monstrosities with Animal Friendship for the Mark of Handling).
For Greater Dragonmarks, this feat would require the character to be at least 4th level. It would increase the Intuition die to a d6, give access to the Spells of the Mark feature, and give a relevant ASI.
For Siberys Dragonmarks, I'd say it would require the character to have the previous feats and be at least level 10. The Intuition die would increase to a d8, and the player would get certain benefits that are more specific to each dragonmark.

I don’t see as how your idea would work. In the current canon, a person manifests their dragon mark at or soon after puberty, and undergoes their Test of Siberys at that time. That would be before a PC even gained their first class level, let alone their 10th.

I don’t see as how your idea would work. In the current canon, a person manifests their dragon mark at or soon after puberty, and undergoes their Test of Siberys at that time. That would be before a PC even gained their first class level, let alone their 10th.
Siberys Dragonmarks are expanded from Least (Origin Feat), through Lesser, through Greater. You'd have to start with the Least, in order to get any mark higher than that, and thus it's an origin feat. You have a Least Mark before you start.
I'm intending to do this setup myself which is why on the Homebrew Questions thread I asked:
How do I require a homebrew feat as a pre-requisite for another (You said we cannot).
How do I create an Origin Feat (No answer from DDB staff yet).
If they ever got themselves organized to support homebrew completely, you would have a level requirement (e.g. 4th), plus a requirement of having a Least Mark feat, to get a Lesser Mark. And a level requirement (e.g. 8th) and a requirement of having a Lesser Mark feat to select a Greater Mark. And to get a Siberys Mark, you'd have a level requirement (e.g. 12th) and a requirement of having a Greater Mark feat.
They're not independent feats, they're a chain of expansion. But DDB doesn't allow this, so you have to manually restrict your players doing it, but it makes the most sense of any system to manage it, especially in the changes to Species vs Background. Requiring a specific subrace to get the Mark doesn't make any sense any more because your ability bonuses and most of your starting bonuses come from Background and Origin Feat. The 5E ERLW method has never sat well.
"The system" is fast becoming a limitation that will move people away from it. Origin Backgrounds and their tied feats are a core component of the 2024 game. If we can't add our own, why should we use the platform?
Also now that I tested that part, just a correction:
