Thinking of using my Queek Headtaker mini, based on the image down here, in a campaign, largely because it would give me an excuse to say "Die-Die Man-Thing! in a game. So any idea on how to play say a dwarf sie rodent of unusual size?
If I had a player who wanted to play a rat-folk, my quickest solution would be to offer to re-skin the goblin character race. They have the right stat bonuses and their racial abilities fit what I would expect a rat-person to have. If you want to customize your own version, I would at least start there or use the goblin as a good framework for what to shoot for.

I was going to suggest this. They're very similar races already (small, often hated by most, pack creatures). I'd maybe switch out an ability (like fury of the small) for something like Dwarven (Ratfolk) Resistance (poison resistance feels fitting for Skaven).
Reflavouring the Stout Halfling would be an excellant idea; + Small + 'Ratfolk' Nimbleness - Moving through occupied spaces. + Brave or Too Crazed/Rabid To Care? + Poison Resistence and saving throws. + 2 Dex and 1 Con aint bad stats, flavourwise.
Goblin is also a very good choice, similar to the Stout Halfling but with Darkvision, Escaping rather than Moving through people, and a good 'cornered mouse/rat' move in Fury of the Small. I'd also throw in Tabaxi for consideration. Rats can climb fairly well, they've got the darkvision, quick bursts of speed, but Charisma doesn't seem like a Ratfolk strong suit. That said, Intimidation is a Cha skill after all.
Skaven work best in packs. To me, Goblins are a bit too disorganized. My first thought was Kobolds with the Halfling subraces. Plus, back when TSR published D&D, Kobolds were actually mangy humanoid rat people instead of Draconic. Just a thought.
