The only way to fake a bonus to Attack only is to give it a Magic bonus to both attack and damage, and then give it a negative damage modifier to counteract the bonus to damage rolls.
This is what blows my mind about Homebrew. All I want to do is make a mace that adds +1 to damage, that's it. No magic, no bonus to attacks, nothing that will impact all melee weapons they have equipped. Instead of adding a simple modifier we have to add magic, then add a penalty and then add a note to the weapon?!

I tried that twice on 2 different weapons and 3 different characters and it didn't work as desired.
It won’t actually combine with the roll, but it puts a reminder next to the damage roll for the player who can simply customize that attack directly on their character sheet to add the additional damage to the roll. It’s not perfect, but that is how it is currently set up.
The Customize option is the only way.
I've been going crazy in this same situation. My DM gave me a +2 to hit longbow and a +1 to hit scimitar.

That adds the bonus to all melee attacks though not just the attacks of that weapon

Adding +1 Damage is easy:
Modifier: Damage->Subtype [Damage Type]->Fixed Value: 1
