I really want to make a character that is an enlightened rabbit, named Fluffybutt. But I need to make a race for him. I've got is started, using a halfling as a templet. But I'm kind on in a rut. Does anyone have any ideas that they think a character that is a small, 1 foot tall rabbit will need to survive in an adventuring world?

You should check through the Homebrew section on this site. A quick search for rabbit showed quite a few creations, but nothing notable that wasn't anthropomorphic.
This rule system does not handle well when a PC is anything but a medium or small humanoid. A rabbit would be a tiny animal, and their rules would not fit well with the mechanics of a PC.
I would therefore suggest that the first thing such a rabbit needs to do is enter a symbiotic relationship with a humanoid, or become a humanoid themselves: play as a Druid of a random race who wildshapes only into rabbit which is actually their true form, play as a Fey warlock of the chain where the rabbit is the familiar and also the patron, that sort of thing...
I remember seeing someone talking once about playing as a dog sorcerer who, for whatever reason... had human intelligence and the ability to speak. If you want to play as a seemingly mundane 4-legged creature, you're pretty much required to play as a magic user... it's not too difficult to explain how a rabbit manages to cast ray of frost, but explaining how they use even... a single dagger is a bit of a stretch. But essentially if you played as a magic user and took the time to learn both Mage Hand and Unseen Servant you'll be able to handle most common tasks... could be funny combined with Druid, since you'd also just be able to turn into larger creatures when needed.

One thought I had off the top of my head was you could maybe take the Nimble Escape feature from the Goblin and rejigger it a little, maybe replace disengage with the dash action as a bonus action, but this can be problematic if a player was thinking of playing as a Rogue (though actually, now that I think about it you could change that to something like, "When you take the Dash action, you gain a 10 ft bonus to your movement speed for that turn", that would be useful regardless of whatever class you've chosen.)
