I'm working on giving my Rogue Subclass Extra attacks similar to a Fighter. I'm just at a loss how to I make them increase at the the Desired Intervals (3rd, 9th, 13th, and 17th levels)
The modifier you're looking for is type Set, sub-type Extra Attacks, then set the number of attacks you want as the fixed value, so for the first trait it'll be 2, next one is 3 etc.
Regarding the idea though, you're proposing a total of five attacks, which sounds like it would be too powerful; fighters get extra attacks at 5th, 11th and 17th levels only, for a total of four attacks, what you're proposing would be not only be earlier but also a total of 5. Just something to keep in mind, as the Rogue class is balanced on the basis that instead of extra attacks, it gets a massive amount of sneak attack damage once per turn, so they're more about getting the one attack you need, rather than as many as possible. Of course you could still balance it if there's a limit to the damage per attack or such, e.g- if it's an unarmed Rogue or such?
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

So would I just add a Class feature at each desired interval to achieve the result? This is primarily being used for testing for future Classes and learning how to simply do it.

Yes, and increase the fixed value by 1 each time.
But as Haravikk pointed out, your desired scale is completely out of balance with the rest of 5e.

To expound on the balance issue, consider that the fighter gets 4 plus a potential bonus at 17th. Monks can get 2 plus an additional 2 as a bonus action AND a ki point at 5th. The monk may get additional attacks from subclass features. Fighter balances it against fewer features (compensated by more ASI), while monk balances it against a bonus action and a limited resource that has competition from other features. Consider that when you are considering your theoretical class.
I appreciate all the feedback. As I mentioned I mostly posted this question to understand how to implement the scaling extra attacks and my rogue sublcalss was the Guinea pig. I certainly won't be actually giving it 5 attacks. I was trying to make sure I understood how to implement additional Extra attacks for future reference.
