I've seen a couple threads on here referring to the use of "Set - AC Max Dex Modifier" with a fixed value to change the max dex modifier for an armor. However, I have been unable to get this to work in multiple cases. I've tried using plate, half-plate, and leather armors and none worked. I also tried using the modifier subtype "AC Max Dex Armored Modifier" with multiple armors as well which also didn't work. I am entering a value into the Fixed Value field, but it doesn't seem to work.
Do any of these options have an actual effect on homebrew armors? Does anyone have a suggestion on how to change these values for homebrew armors?
After you add anything to, change anything on or remove anything from a Homebrew you MUST re-save the entire Homebrew using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up your changes. After that it can take up to 20 minutes for those changes to push through to the character sheet.
Yes, I’ve done that. And saved each change as a new version so I would know when the system has updated. Have also changed settings like speed penalties, weight, stealth disadvantage, strength requirements.
All other changes take effect as expected, so I know it’s being saved. Max DEX bonus does not take effect in any version.

It is apparently so hard to program Aberrant Mind and Clockwork Soul spell-swapping into dndbeyond they had to remake the game without it rather than implement it.

This is exactly how. You're basically giving them +3 chain shirt. AC 16, allows +2 from dex.
I made a test item and it works. Just create a new homebrew magic item. Copy +3 chain shirt. Then change relevant text. Switch rarity to whatever (common I guess). And then add in disadvantage to stealth and your strength requirement.
The only shortfall for this option is it lists it as medium armor type. Just put a little note in the description that yours counts as Heavy, I guess. I can't imagine people wear non-proficient armor very often enough that it'll matter.

this seems to work but what a ridiculous work-around. I've submitted this issue to support. If they provide a solution, I'll post it here.

This also makes the bonus show up as Armored Bonus instead of Dexterity Bonus when you click on the AC box for the character. It really should show as Dexterity Bonus.
I mean, really, they made entries in the homebrew stuff called Set - AC Max Dex Armored Modifier, seems like they could make it work.
It worked!! Finally... I tried just about everything, but I was either maxing out at 2 Dex mod, or else I was getting my full Dex bonus PLUS 2 more for the max. Now I've got an Elven Chain Shirt that actually works. It's basically light armor that you need Medium Armor proficiency to use effectively.
I don't know if this helps in your case, but I have a light armor only build so I added Modifier: Modifier Type - Proficiency, Modifier SubType - Self that got me around the base Medium armor issue I had with my item.

You might need a combo, try this:
Set the Dex adjustment under Basic Information, and:

Not sure if this is still relevant, but i edited some elven chain and wanted to have it get rid of the max of 2 dex bonus.
Finally managed it by:
1. setting the basic info dex bonus to full modifier
2. Set - AC Max Dex Modifier with a fixed value of 5, since thats wat a 20 in that stat would get
this seemed to work, hope it helps
nope sorry, after every refresh it would reset the armor.
changing step 2. Set - AC Max Dex Armored Modifier fixed value of 5
now seems to be holding steady
Tip: set it to 6 instead in case the PC gets ahold of a Manual of Quickness of Action or something similar.
