Each creature within 5 feet range (including the swarm of Glowing Rats) must succeed on a Constitution saving throw (DC 16) or take 4d6 thunder damage.

OOC: I doubt Dusk or Wispy are. They'd be hanging back letting their AoE do all the work, with Wispy as his body guard.
And I doubt the enemies are either, unless Maerwyn is actually in the room with the tentacles in which case she would need to save against them or be restrained/etc. Also noting the area is difficult terrain also, so unlikely the enemies broke free and got out of room.

OOC: Wouldn't it be easier to continue as is - if Maerwyn wants to thunderclap recklessly and pointlessly, let her. It's a wasted action since it's useless for damage (nobody's around her) and pointless as a distraction as enemies are heading towards us already. But if she wants to, let her. Kinda just want to move on at this point. A rewrite is only gonna be a lot more confusing and take even longer.

Three intellect devourers start going towards the party, along with a wounded mind flayer, a swarm of glowing rats, and two gray puddings (not all come from the same room).
(@Orange20, Yes, all of the enemy creatures are within the range of 5 ft since Maerwyn must have moved towards them when they are coming from the opposite direction to meet the party. Do you have a map of this place? Next time, please ask me if you have any questions.)

Then you need to make a Dex Save versus DC 19 as you would now be wading amongst the Black Tentacles. On Fail you would be restrained so your attacks would be disadvantage. You'd also take 12 Bludgeoning Damage. At start of your next turn you'll take 3d6 damage automatically - you can use an action to attempt Strength or Dexterity check (not save) against DC 19 to escape the tentacles.
By gods your character makes some really weird choices.

Getting close enough to the enemies for thunderclap would require you to be in the tentacles. So either you're close enough for thunderclap but in tentacles or you're not in tentacles and too far away for thunderclap to do anything.
This is why there's confusion.
