Silvery barbs actually buffs the target, whixh seems to be Calner. The trigger is the grappler. If the DA from Dodge applied here is above 16, Calners new roll is 21

Angus gets a far-off look in his eyes as he chants a prayer of healing to his deity, and then lays hands on himself for 45 hp healing. As a bonus action, he will use his second wind feature to regain 5 additional HP.
Specifically it's the Iron lion on the left aiming at Tabaqui. There is a gap on the third floor, represented by the orange squares. Looking at my map, I see I have Tabaqui and Marlyth on the third floor on the map. Not really using layers, I just confused myself a bit. Let me adjust and repost it. Iron Lions are the unlabeled swords pointing down.
Elementals take the Disengage action and swim around the keep as the water continues to rise. It has risen 12ft at this point, nearly level with the carpeted 2nd floor. It will be covered on the next round.
I can't see how the PCs would know that at this point.. but, given that she made an Int save, players can potentially draw conclusions, though they may he misleading.
Actually factual answer:
It was manifested by Tyreus as an action. He also used a bonus action.
A huge bird cage with gold-clad bars each at least an inch thick appears among the rafters and falls over Marlyth, trapping her inside.
(@Wile_E_Coyote, Will physical interaction with the cage reveal whether the cage is real or not? Marlyth can cast Silent Image and she'd seen the illusion of Imix previously. Can she smell something peculiar?)
Eaglyth extends her wings in such a way that it seems like she's about to take off and attack the opponent that just aimed their crossbow at Tabaqui.

(So, the Iron Lions (which are soldiers, not actual lions) are on the third level of the building, but the ceiling of the second level of the building has split apart allowing them to fire their crossbows down into the second level? It seems like if they were in a room that was actively being ripped apart and sideways, they might have some distractions besides us...)
Tabaqui, seeing the waters rising, and really unable to do anything about the giant birdcage, shrugs at the giant eagle and says "I dunno, turn into a fish or something?" He returns fire at the soldier that targeted him ( Attack: 17 Damage: 7 magical piercing), and then slips on his ring of water walking and steps out the window, running across the surface of the water to Angus and Hamish (with a bonus action dash if necessary).

The two military groups Lothar described are the Iron lions and the banner of the blades. If you want to talk with them, they are led by Audra Drakesblade and Gollis Stamper, respectively. The small units present in the castle are envoys representing vastly larger forces spread throughout Faerûn. The ones on the third floor were in the towers on the shore; that's why it took several rounds to get to the keep. They are hired mercenaries in Tyreus' service, actively trying to engage in this combat, surprised but excited by the prospect of battling interloper who have already found their way into the central keep. Those on the third floor have actively moved into the building as it is dividing some were able to hop in before the floor parted too far from the walkway, ithers were unable. They don't know all of Tyreus' secrets, but they are well aware that he makes castles and likely have seen things appearing and changing in the days they've been here so far - this is probably the most remarkable example, but it's not a complete shock. The ones on the second floor were already on the third floor before the party entered the castle and descended the stairs.
(If I were really being more strict about narrative, the iron lions and banner of Blades should probably ly be a bit more mixed, but they have the same stars, so I'm just dividing them as waves. Like, the ones on the second and 3rd floor coming from the south would be blades and the ones on the north would be iron lions, but since some of the lions were on the ground and ran to different towers, there would still be some mixing there. Anyhow, the two groups are represented and they bear the same stats - I think that's good enough.)
Eaglyth tilts her head when she watches Tabaqui behaving like himself... her pupils are dilated, then contracted to tiny circles due to rising tension and dissatisfaction. She's probably planning to cast Moonbeam on the opponents in such a way that the rogue may get stuck accidentally inside the area of effect... again?

The cage looks, smells feels and sounds real in all respects

As he runs from the castle on the surface if the water, Tabaqui hits his target, but the fighter's chain shirt keeps him in the fight.
