As the cloaked figure walks into the arena for the first time, he throws his cloak to the ground. White leather armor is revealed, and an aura of blinding light. 4 daggers float up from his belt and circle around his head, seeming to burn with divine fire.

(I found something stupid about being a Druid, and asked about it. The DM ruled it didn’t make sense either. Should be the last thing in the campaign notes.)
(That's not stupid whatsoever. I'm sorry, but I'm going to have to intensely disagree with that ruling. The reason you can't turn into swarms is for balance reasons, since they give you damage resistances you wouldn't be able to have otherwise.)
(I think not at all is stupid, but it definitely shouldn't be allowed at level 1/2.)

(But they also cannot regain health, and they lose a lot of damage at half health. And also, they have pitiful AC. Plus, you can’t become a swarm of ravens or bats, but can be a swarm of rot grubs (which have 5ft movement) or insects, which only have 20. You can just outrun them and stall, and you’ll win.)
(They may lose a lot of damage at half health, but they deal much more before than. Their AC isn't any more or less pitiful than any other creature at that CR.)
(Also, do you really want to encourage stalling and running away?)

(No, but still, you can do it. And don’t forget, a level 2 barbarian is going to have the same resistances, (if using a great axe) an average of 11 damage, max damage being 17, and they can be healed. By they have pitiful AC, I was talking particularly about Rot Grubs, as they have an AC of 8.)

(What? Shillelagh and a bunch of healing spells-which I can’t cast as a beast. Don’t forget a moon Druid can turn into a bear, a wolf, and a whole bunch of good stuff. A swarm is just one option.)

(A bear has a damage output of averaging about 18 damage, and advantage on perception. CRag Cats can turn spells away. Constrictors are very powerful and hold the opponent in place. Snakes have poison damage. Plus, we’re not even fighting in this round. He said we are going against beasts. Not to mention being a beast leaves me vulnerable to things like charm beast and other spells that don’t effect humanoids.)
turning into a swarm does seem a little OP. If they are fighting someone who can only hit one enemy at a time, they can just get close, turn into a swarm, and overwhelm them. If it's in the rules of the game itself, it's probably there for a reason. Final say, however, lies with the DM. If you have a problem with the DM's ruling, voice concern once, then see how they respond. don't make it a whole argument.
(Um . . .as a person, you're instead vulnerable to charm person, so that argument is pretty much a nope. Also, you'd most likely succeed on any saving throw given the fact that you're a Wisdom central character.)

(Bears have less hit points than a swarm, and no resistances. And a worse AC (than a just plain ol' normal swarm of insects).)
(It would be much the same for any other beast (including wolves, which you also mentioned). Oh, and they have better damage output.)

(Also, this: Condition Immunities Charmed, Frightened, Grappled, Paralyzed, Petrified, Prone, Restrained, Stunned)
(That's way too many things to be immune to, especially when coupled with damage resistances.)
(Which means you couldn't be charmed anyways.)
