Rogram looks around, trying assess from his position what part of the wall is under attack. "We need to get under cover!" the half-dwarf yells. If the governor is still standing there, he addresses him. Otherwise, Rogram looks for a guard who hasn't run to the wall. "Where can the people go to get under cover? If the dragon takes to the sky, the wall won't hold it back, and everyone will be in the open and vulnerable!"
As Rogram yells to get to cover Smoke does the opposite. He moves for the nearest opening and tries to swing himself upward onto the roof. Climbing up to the roof Smoke will not try to attract the attention of the dragon but simply watch where it is and which one it is.
If Smoke spots the dragon he will try to see if he notices a specific target or if the dragon is just attacking at random or anything else he might be able to tell about the creature.
Should the dragon head for the building Smoke is on looking like its going to attack he will try to get out of the way and yell INCOMING!
Thrax s eyes bulge as he sees the wave of terror sweep over the at the news of the Dragon’s arrival “So soon... I thought we’d have more time before it’s return!” Thrax dons his helm and shield and says a short prayer. He rushes out to quickly scan the horizon the search for signs of the invading army.

OOC: Ready to advance once we learn whether Yevele is following to the parapet or heading elsewhere. I'm hesitant to bot anyone in a situation like this.
Yevele looks around to see what the soldiers who aren't heading up to the roof are doing. If they are massing somewhere, she will join them. If they aren't she will follow Thia up to the roof top, unsure of how useful her darts will be.

OOC: For clarification, the governor/guards are running to the parapet, where you were looking over the town earlier. There isn't much of a "roof" on the keep because of the open courtyard, but there is an outer wall about 30 feet high, and the parapet tower around 80 feet high.

Rogram sees that the guards took Nighthill's order of "every last man" seriously, as none remain in the courtyard, all rushing to follow the governor up the staircase. Nighthill shouts back, "No! If the walls crumble, the courtyard is the safest place!"
Despite the governor's words, most of the townsfolk in the courtyard quickly seek cover, moving into already crowded overflow rooms and huddling into the corners of the courtyard, worry and panic etched onto their faces.
When the others reach the top of the tower, they take in the full sight of the grim situation. High above in the night sky, as the hundreds of raiders camped below cheer him on, is an adult blue dragon wheeling over the keep. The surrounding air trembles before the mighty beast unleashes a sizzling line of lightning that tears through a small section of the parapet, sending a few guards sailing to the ground far below. They are dead before they hit the ground.
Governor Tarbaw Nighthill directs the arriving guards to spots along the parapet wall, where they carefully aim their crossbows. "We turned it away once, we can do it again! Ready!" he shouts, picking up a crossbow of his own and loading a bolt with the twenty guards that remain. The dragon flies around 25 feet from the keep before turning and flying away from the direction of the tower to circle around.
Despite the bravado of Greenest's guards, Thia, Yevele, and Thrax are nearly overcome with terror at just the sight of the creature. As they arrive on the parapet their feet freeze in fear. Smoke, gazing upon the dragon in awe-like wonder, does not feel the effect.
Seeing the large dragon in the sky Smoke stops in his tracks. His mind drifts for a split second staring at the dragon but seeing things of the distant past, a time that was so different for him. Standing upright with his arms to his side as the lightning crackles through the stone surface.
At the shouting of Governor Nighthill Smoke snaps out of his thoughts and looks around seeing his companions struck by the dragons imposing presence. Smoke narrows his eyes in a rare moment of bravery he does not decide to make for safety. The people in this keep would not stand a chance to make it out without many losses.
Smoke moves to get a clear view of the dragon and raises his voice to it Shine bright as gold! Let it guide our arrows.As he says these words a faint golden glow starts to form around the dragon, Smoke watches it only a split second more hoping to see the golden shine glow brighter and not fade away again. Instead he moves trying to get to cover.
Watching his allies stand in fear he calls out to Thrax thinking he might be able to aid in the ranged offensive. Thrax, snap out of it, we need you now!
After that he can do nothing but hope the guards fire true.
Movement: Get a clear view of the dragon before his action then try to get some cover Action: cast Faerie Fire (DC DEX 14 to resist) Bonus action: Bardic Inspiration on Thrax (1d6 for ability check, attack roll, or saving throw like fear)

He stays frozen for what feels like an eternity, but then he hears Smoke's words calling to him. He steels himself as best he can and digs deep to call upon the blessings of the divine to help them overcome these beasts.
Thrax casts Sacred Flame up the dragon if it is within range (60ft).
OOC: If I understand fear correctly, it won't impact sacred flame since it relies on the defender's saving throw (which for a dragon I'm sure is insane to overcome)...

'How could she and these other people defeat such a huge monster' the young monk thought to herself as she stood at the top of the stairs staring at the dragon flying around. Finally, the woman pulled a dart out of her quiver and prepared herself to throw it at the monster if it came within range.
Rogram furrows his brow at Nighthill's response. He looks around the courtyard, especially up at the open sky. "The courtyard is the safest place," he repeats in dark unbelief. Looking around at the various huddled groups, the half-dwarf estimates which has the most children. He approaches the group and tells them to follow him — that he wants to get them to a place of safety. If they agree, he leads them down into the cellar. "Huddle as closely as possible so I can see how much room is left," he says as they file in. Rogram catches one of the largest males and points at the tunnel full of crates and barrels. On the wall beside the tunnel's entrance, a mark appears signifying that it is dangerous. "That way is off limits." After everyone from the group is in the cellar, Rogram determines if more can fit, and if so, he goes up to bring more down. The young and the old take precedence.

The huge beast seems content to fly a circuitous route around the balcony; it performs majestic aerial movements as it dodges Thrax's flame and the majority of the crossbow bolts that are unleashed against it, never approaching closer than thirty-five feet. The dragon's lax attack steels Thrax and Yevele for the task at hand, but Thia remains frightened by the presence of the mighty beast. "Load and ready!" the governor calls out, and his guards quickly obey.
Meanwhile, the townsfolk in the courtyard, seeing a familiar authoritative presence, obey Rogram to the last man. However, as they file into the cellar, the task at hand becomes much more difficult. Only twenty adults, some with children atop their shoulders, fit in the circular room, with another fifteen behind them on the steps, before the pushing and jostling starts.

'People have killed dragons before. We can, we must defeat this one.' Yevele thought to herself, as she overcame her fear of the monster. The young monk moved closer to the edge of the parapet, ready to launch her dart incase the dragon came closer to the parapet. Attack: 15 Damage: 7
If the dragon should unleash its breath weapon again and she is in the line of fire, Yevele will expend 1 ki point to use dodge.
Thia, utterly incapable of doing much more than cowering behind the parapet wall, forces herself to her feet. She is too shaken for original thought right now but sees what Smoke was trying to do. Knowing the same incantation she desperately tries to mimic him, hoping she has more luck. She mutters the words of power and then drops back behind the parapet walls without looking to see if she was successful.
Move: Stand up to get line of slight to the dragon. Action: Cast Faerie Fire at it. Move: Drop prone and hope to achieve total cover in the process.
OOC: The dragon isn't coming within 20 feet, so Yevele can throw the dart at disadvantage if she would like, but I don't want to assume that she's willing to part with a dart at disadvantage.
Seeing the dragon move swiftly through the air sets fear into Smoke. Looking at his own hands and feeling powerless against it. Thinking of a course of action he closes his eyes and tells himself i cant give up, i have to try and help.
He takes deep breath and gets back up from his hiding spot and tries see where the dragon is, keeping close eye on him to see what Lennithon is doing. He will try to look around for any weapon to use such as a crossbow from a fallen guard of see if they have any balista's mounted on the walls. Spending this time simply to observe his surroundings to see why Lennithon is not attacking again, is he delaying us? Distracting us from something else?
Movement: None if he can see the dragon from his cover spot, otherwise slightly out of cover Action: not sure if this is Search or more observe to try to discover Lennithons behavior (maybe he sees that the dragon is distracting them so the raiders can do something) and if possible look for any ranged weapon to be used against Lennithon.
OOC: So everyone in the courtyard is trying to fit in the cellar?
As Rogram ushers the people down the stairs and realizes that more than he had anticipated have responded to his message, he begins to sweat. When it becomes apparent that not everyone will fit, and when some start to get upset at being left out, the half-dwarf raises his hands. "Calm yourselves! There's not room for everyone down there! Women, children and the elders first! Fathers if there's room only!"
If he needs to physically restrain anyone who is getting rowdy, he will. Otherwise, he'll direct those who can't get down into the cellar to hide opposite where the dragon has attacked.

The mighty dragon continues to circle the parapet, whirling and dodging another volley of bolts; though a couple land, the dragon barely seems to notice. Again, faerie fire flickers before disappearing, this time from Thia. Lennithon glares frightfully at its attackers, but remains around sixty feet away from the parapet for the moment, as if preparing the perfect strike.
The townsfolk in the courtyard and the cellar are as attentive to Rogram's call for order as they were for the initial commands. The shoving settles quickly, helped in part by the lack of another dragon strike, and they begin to sort themselves out.
For Smoke:
The dragon definitely doesn't seem interested in getting too close, but you don't see any immediate movement from the raiders outside of the keep. They all seem to be looking on, most cheering the dragon's attack, but they seem to be much more invested in it than Lennithon himself.
Rogram stands by, almost bouncing on the soles of his boots as he looks nervously in the direction of the dragon (even though he can't see him from his position). He begins whispering prayers to both Azuth and Moradin for safety and strength.
Thia will leap to action, rushing up to the parapet as fast as she can. One thing I'll say for the town of Greenest: Never a dull moment.
