So I was browsing the homebrew DND races and found the Fairy by Dainton and it says that for intents and purposes the tiny player 5e variant rules apply to said race. I can't seem to find those rules in the books that I have. Am I just blind or is it in a book I don't have? (I have Players's handbook, Sword Coast Adventurer's guide, Volo's guide to Monsters, The Tortle Package, and Xanathar's Guide to Everything).
While I'm at it, may as well ask about races such as Giants and their size rules.
There are no rules for tiny or large player races. All official playable races are small or medium humanoids. There are no small humanoid races in any official book and the only large humanoids are Sahuagin Barons.
There's no designated section in the rules for this, but there's no reason why you can't allow it. You just need to take a careful look at some of the combat rules. Tiny creatures only take up 2.5x2.5 feet in combat, and any creature can move through a square occupied by a creature with a two size difference, treating it as hostile terrain (PHB 191). You'd also be unable to grapple a creature of Medium size or greater, though the "Climb onto another creature" option on DMG 271 might be fun. It looks like the player would still have a 5ft reach for their attacks, like small and medium creatures, judging by the stats for some tiny beasts in the MM.
One last thing to note is that you'd need to be careful about what weapons you're using. Small creatures can't use heavy weapons normally, so a tiny creature would be even further constrained. One way to deal with this is to use the DMG 277-278 rules on scaling weapons. There's no explicit ruling on how to scale down weapons, but it looks like you'd be halving the damage die with each reduction in size category.

For an easy fix (especially if it is a temporary character or short campaign) I'd rule it as any other Small playable character (whichever suits best) and then apply the Enlarge/Reduce, obviously the Enlarge effect for a Large PC and Reduce for a Tiny PC permanently.
Edit: Note that this may be broken as all heck, which is why I said it was not suitable for longer campaigns.

The only rule that came to my mind was that tiny creatures can only carry half the normal carrying weight.
