I think there is definitely an argument to be made that, since you cannot heal from your con mod without healing from the hit die and vice versa, it can be considered the hit die restoring the health.

The Class Feature is Ability Score Improvements, not the Feat benefits.
In other words, the Class Feature Ability Score Improvement doesn't make you regain Hit Points, such as Lay On Hands or Second Wind does for example.
