So I can could get my head around creating my own items as a DM and allowing some of my players to enjoy that creativity aswell by enchanting items I want to have a baseline for what each level of rarity represents. So from reading up on magic items and comparing them am I correct in assuming these rules when creating an item?

Magical item rarity is used to determine cost of the item, level which it is normally available to PCs, and the level and amount of magic an item might contain.
Having the magic property makes an item Uncommon. The rarity of an item is reduced by 1 level for the Attunement and Consumables properties(potions, ammunition, spell scrolls)
+1 to attack/AC/Spell attack/Spell DC/1-2 level spells or a minor feat make it Rare(or uncommon if it requires attunement)
+2 to an ability/attack/AC/Spell attack/Spell DC/3-4 level spells or a feat make it Very Rare (or rare if it requires attunement)
+3 attack/AC/Spell attack/Spell DC/3 minor feats/5-6 level spells make it Legendary(or very rare if it requires attunement)
+4 to an ability/attack/AC/Spell attack/Spell DC/A 2 feats/4 minor feats/7-9 level spells make it Unique(or Legendary if it requires attunement)

Well, xanathars wants a word with 'magic items must be uncommon'. Honestly, attunement means that an item is powerful, and so needs to be capped. There are plenty of uncommon items that give just + 1. I think it is a very cool and interesting idea, and could be very good. Just needs some more refining.

+1 to attack and damage such as a Longsword, +1 is only Uncommon, but a +1 to AC is Rare, such as Studded Leather, +1. Neither requires Attunement.
A +1 to Spell Attack and Spell Save DC is also Uncommon, but always requires Attunement. Case in point, a Rod of the Pact Keeper, +1. A Wand of Magic Missiles (a 1st-level spell) is also Uncommon and does not require Attunement.
So you’re not too far off, just needs a little refinement to your list.
+4 to an ability/attack/AC/Spell attack/Spell DC/A 2 feats/4 minor feats/7-9 level spells make it Unique(or Legendary if it requires attunement)
+4 to an ability, Spell DC, 2 feats, 4 minor feats or 7-9 level spell is fine.
But a permanent +4 to AC that stacks or a permanent +4 to attack is RAW not legal, even for Legendary.
The problem with +4 to attack is that they went out of their way to limit AC and therefore had to limit bonuses to hit.
I would be very hesitant to make any weapon or armor +4. Definitely would NOT allow something that was not armor or a weapon to grant a +4 that stacks with the armor or weapon.
In DMG Max bonus for a legendary weapon is +4 pg 285 Plenty of items that are legendary have +3 that require attunement, which also have abilities beyond just the +3 of the item. I'm not saying you let them create a +4 item, I'm saying it is an equivalent level of the item.
