See, let's try building a troll with it.I have determined that the maximum amount of damage a troll can deal in a round is 32, which makes it's offensive rating 4. It also has a defensive rating of 1 due to the increased Armour class and decrease of hit points (I think it's level 1, at least. This part I might have done wrong.)
However, that brings a troll's challenge rating to a 2.5, which I'll round off to a 3.
This is nowhere near 5. Of course there is also the regenerative features but I'm getting confused.

Well, a couple things:
The MAX damage a Troll can deal per turn is actually 42, not 32. One bite (1d6+4=10 Max) and two claws ([2d6+4=16]x2=32 Max). That puts its Offensive CR at 6. After adjusting for the lower Attack modifier that drops it’s Offensive CR to 5.
It’s HP is 84 which puts its Defensive CR at 1 and that gets adjusted up to 2 because of the higher AC.
So it’s Average CR should be 3.5 rounded up to 4. The Regeneration ability is what bumps that up to 5.
If you keep digging however, you will find that WotC does not always follow their own suggestions for stuff like this.
