The rules for crafting in 5e are... ambiguous at best. Theoretically it could make use of woodcarver’s tools in addition to or instead of smith’s tools. The general “catch all” would be tinker’s tools, so that might fit too. If you have access to Xanathar’s Guide, there are more detailed and advanced rules for crafting in there as well.
A good rule of thumb is that anything worth 50 GP takes a workweek to complete... so assuming 8 hour workdays for 7 days, that's 56 hours... so it's easiest to just simplify it to 1 hour of work can produce 1 gold's worth of product. However, players don't just get stuff for free... in general, producing a product requires half that item's cost in material. So someone with training in using an herbalism kit can produce a Potion of Healing, which normally costs 50 gp, using 1 week of work and 25 gp worth of ingredients.
A bundle of 20 arrows costs 1 gp, so it takes 1 hour of work and 5 sp worth of materials to craft 20 arrows. The player would also need a relevant tool proficiency... woodcarver's tools, smith's tools, or anything else you can use to justify it. Just keep in mind that the player needs to acquire the resources necessary for crafting arrows... you can't just gather a bundle of sticks and say, "Okay, I carve them into arrows". Arrows need wood for the shaft, metal or stone for the arrowheads, leather or twine for binding, and feathers for the fletching.
Something I have in my campaign is one player who plays a ranger. If they face off against any opponent who carries a bow, they can usually get either arrows from them, or ingredients for making arrows. For example, fighting goblins they found that goblin arrows are too crudely made to use accurately, but they could gather arrowheads and fletching from the goblin arrows to let them craft their own arrows later.
Remember you lose half your ammo you use in battle. I would follow TransmorpherDDs advice. Regular ammo can be made for half price by spending 1/2 the cost and 1 or 2 downtime days. I would just to be be um "NICE" allow the party to use goblin arrows with out problem.

I understand that there are certain crafting rules, but I was wondering if there are rules for crafting ammunition, specifically arrows.
Does it require a particular tool proficiency? I have noticed that there isn't a "Fletcher's tools" or anything similar besides Smith's tools.
