I think gnomes are better for a more reclusive character, and halflings are better for a person who likes people. Both are good for inquisitive characters.

If you want reclusive, revisit 5e's telling of Gnomes and Halflings before assuming Gnomes are the reclusive ones.
Going with the 5e stereotyping, Gnomes are great at tinkering and "teknologie". They have a weird sense of humor that other races often don't quite get. Excessively friendly from the get-go, almost sickeningly so - think the "Be Our Guest" musical number in the Disney animated Beauty and the Beast movie. They're quite impulsive. They have no qualms about going out and adventuring. They're not really xenophobic, but once slighted (and cultural differences being what they are can create a slight where none was intended), they're wary to trust again. They can be a bit on the greedy side when it comes to wealth, but not to such a fault as to be Evil.
5e Halflings are like Tolkien Hobbits in many ways. Like Hobbits, they have a level of xenophobia by preferring to avoid other races - no musical numbers for strangers. Like Hobbits, they are exceedingly family-oriented - adventuring takes one too far away from home. They are better farmers like Hobbits - only enough technology as needed for living comfortably. They enjoy food and familiar company over wealth like Hobbits. They like things to be "just so" like Hobbits. Unlike most Hobbits, most Halflings live above ground and wear shoes.
5e Halflings are the timid, reclusive ones. 5e Gnomes are the adventurous, friendly ones (despite living in holes).
(I still prefer the atypical Stout Halfling despite 5e's suggestion about Halflings, though. Gnomes give me the heebie-jeebies from some reason, but I like their 5e-recommended personality more.)

Not that an Elf cannot be entertaining - I've seen plenty who make their Elf entertaining with the stereotypes. I doubt I would be able to play haughty in a fun way for me and likely for others.
