Odd mix of stuff. Personally, fate cleric seems underwhelming. As we kind of knew, they are really gearing up for something giant-related.
For folks worried about them ending alignment, there’s a lot of it here, though it seems mostly based on the outer planes, and characters who, ahem, align themselves with one of them.

Random crap does kind of fit with a multiverse theme they are going for. Different planes have different crap. And it does mention sigil in there, which was interesting.

Possibly. SW5E for example has 'background feats' where you pick from a list of feats applicable to your background, and a lot of the more powerful feats have a level 4 requirement, but feats are still an optional rule in that system outside of the background feats. Most of the background feats being centered around skills and tools etc.
I could see feats becoming non optional, or them just doing something like that.
Maybe on the optional front, initial feats plus a guaranteed level four feat (in addition to ASI options) could be presented as "heroic play" ... which was my thinking when this concept was first floated in the Krynn options. So players could play in the more "heroic" mode with more options to feat based power growth and arguable survivability, or they could opt for the current conventions like "humble origins" mode or something.
That's just a thought, but I feel that 2024 will consolidate some rules, but also present other things (like optional class features) as still options just all options are available in a consolidated rule set. Maybe a "celebration edition" for the whole anniversary thing.
Getting back to the discussion on the actual content of this UA instead of discussing what a rules change that's still two years away is going to do, this feels like a very mixed bag of content. They really didn't pick an actual theme for this one, they just grabbed a few different items that have no actual relationship to each other and mashed them together.
I feel like the Glitchling is a replacement for the Rogue Modron from 2E without it being a Modron.

I imagine many of the “optional” class features will become standard class features come ‘24.

Getting back to the discussion on the actual content of this UA instead of discussing what a rules change that's still two years away is going to do, this feels like a very mixed bag of content. They really didn't pick an actual theme for this one, they just grabbed a few different items that have no actual relationship to each other and mashed them together.
I feel like the Glitchling is a replacement for the Rogue Modron from 2E without it being a Modron.
Crawford has said they like to sneak in some UA for products down the line, to keep people on their toes. I guess this time they took it a step further and threw in stuff from a bunch of products, maybe?
Something I found interesting was someone on enworld had said some of the feat trees match pretty well to planescape factions. I don't know enough about plancescape to confirm or deny, but assuming it is true and running with it. It seems interesting that all the feat trees we've seen seem tied to organizations. Strixhaven colleges, Knights of Solmnia, Towers of High Sorcery, now planescape factions. Like maybe it's a new, if not officially announced, strategy to flesh out membership in an organization. Or maybe it was announced, and I missed it.

I think they can slap "multiverse" on any UA from here on and get away with a random assortment of stuff. Some UA can be more thematically focused, others can be hodgepodged to include a few one of ideas (Glitchling, Fate Cleric), take 2s on something they want in the game (Runes), pushing concepts that were attractive in prior UA (starter feats and feats with prereqs). Plus there's a lot of clear tea leaves that they're thinking about fleshing out the planes through character options.

Overall my favourite UA in a long time. Mainly because it has tons of elemental based stuff.
Yes I'm biased.
It's interesting. I always look at UA thinking, "What in here could be useful in my homebrew campaign, or at least give me new ideas?"
And there was literally nothing in this batch that caught my eye at all, while some of it seemed actively terrible (like that House of Cards spell)

The “card stuff” is probably related to chaos as a counterpoint to all the “order stuff.” Cards are random after all.

It would either be the 14+ from the race or 10++ from the class. They wouldn’t stack.
