At 1st lvl a fighter can take the 2 W F style but under the 2 W F rules your need a bonus action to do that. Under bonus actions it states that you have to have some class feature that gives you a bonus action. so where does the fighter or Ranger get this bonus action ?
You have the bonus action available to you when you use your action to make a melee attack. Every class has that bonus action available as long as they're using two melee weapons with the "Light" property (two shortswords, for instance). What the Two Weapon Fighting style does is allow you to add your ability modifier to the damage of that bonus action attack.
Just to clarify Brian's text, the Bonus Action attack is a "feature of the game" that is available when you are holding two one-handed light weapons.

The Two Weapon Fighting style is the feature that lets you use that bonus action.

You do not need the style. You just need appropriate weapons in each hand, per the general rule on two weapon fighting.
When you take the Attack action and attack with a light melee weapon that you're holding in one hand, you can use a bonus action to attack with a different light melee weapon that you're holding in the other hand. You don't add your ability modifier to the damage of the bonus attack, unless that modifier is negative.
If either weapon has the thrown property, you can throw the weapon, instead of making a melee attack with it.

As Kotath said, Two-Weapon Fighting is a regular feature defined in the combat rules that any class can do:
The Two-Weapon Fighting fighting style is a fighting style available to Fighters, College of Swords Bards, Rangers, and Blood Hunters, or anyone that takes the Fighting Initiate feat:
The confusion comes from the similar naming of the combat feature and the fighting style.
