I am using the bonus feat rules found in several books: "if your background does not grant you a feat, you can choose either skilled or tough". My question is, which is better for the sorcerer?
Depends on your party makeup. If you don’t have a skill-monkey, I would say skilled. If you already have one, more hitpoints is always nice on any class.
Interesting. Haven't played with this rule option yet.
For "Skilled"; what would your selections be. If you can easily think of 3 skills or tools you would take then this feat might make sense. For example, if your Sorcerer is expected to scout for the party then having proficiency in Stealth and Thieves Tools is essential. Otherwise go with Tough as a free feat. If you can't think of 2-3 beneficial skills/tools then then the increase to your Hit Point max by two will get you on par with other party members. It is actually a better average than rolling a d8 for hit point max when you level up.
Tough every day of the week. The sorcerer has a d6 hit die, so the tough feat will come in handy a lot. It will also allow you to prioritise dexterity and charisma over constitution.

What level is it? If your’re level 1 then skilled as the skills will pay you back a lot faster than 2 hit points if 2 hit points will even help. If it’s like level 20 an extra 40 hit points is nothing to be sad about and could help in a fight or a tricky situation. Overall I’d go skilled unless you already have someone in your party like that.

Agreed. In addition to party makeup, what’s the campaign style? Still likely skilled, but if it’s just a dungeon crawl with little role play, tough might make some sense.

Even in a dungeon crawl, insuring that you have stealth and perception is a big help.

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.

You want to prioritize CON anyway for concentration checks, though

Active characters:
Carric Aquissar, elven wannabe artist in his deconstructionist period (Archfey warlock) Lan Kidogo, mapach archaeologist and treasure hunter (Knowledge cleric) Mardan Ferres, elven private investigator obsessed with that one unsolved murder (Assassin rogue) Xhekhetiel, halfling survivor of a Betrayer Gods cult (Runechild sorcerer/fighter)
I'd ask your DM to allow any of the first-level feats from Character Origins, as those give you way more options - e.g. Moderately Armored, Lucky, Alert, Magic Initiate... and of course there are the 1st-level feats currently in the game like the ones from Planescape, Strixhaven and Dragonlance.
Assuming you can only get Skilled and Tough though, see Erik's post.

Skilled. Tough seems like a good feat until you realize that it rarely adds more than one or two extra hits before you go down.
