What i ask is probably something repetitive of what you guys already seen, but everything i found didnt help me. Maybe because i did not understand, or whatever. For my campaign i'm creating a magic weapon for a player with the following informations:
Name: Celestial Cleaver of the Azure Dragon Rarity: Uncommon Description: The Celestial Cleaver of the Azure Dragon is a beautifully crafted meat cleaver, with a blade forged from a rare celestial metal that gleams with a faint blue hue. Intricate engravings of the mythical Azure Dragon spiral along the blade, seeming to move with a life of their own in the right light. The handle is made from polished azure jade, cool to the touch, and is wrapped in a silken ribbon that shifts colors between various shades of blue and green. When wielded, the cleaver feels almost weightless, as if guided by an unseen force. Ability 1: Additional +1 on attack hit. Ability 2:Dragon's Breath Strike: Once per day, the wielder can invoke the power of the Azure Dragon, causing the cleaver to emit a gust of mystical blue flame upon striking. This flame deals an additional 1d6 fire damage to the target. Ability 3:Azure Dragon's Blessing: Once per week, the wielder can channel the cleaver's energy to heal themselves or an ally within 5 feet for 2d4+2 hit points. This ability manifests as a shimmering blue aura enveloping the target.
I categorized it as uncommon, because it can do more then an greataxe that it is based on, but i have seen an additional damage of an 1d6 for an uncommon weapon and this you can only use it once a day.
I had no problem with the name, description, rarity, and the first ability. The problem i have is on the other two abilities. I somehow cant get it to work, first because the charges does not regenerate over an longrest. and i cant put 2 different recharge conditions.
Now to my question: How can i create the second and third ability for this weapon? Is there even a way to do it?
P.S. I have already thought about using those abilities as spells and even tried that, but it didnt work with the charges.

Charges aren’t supposed to recharge on rests, that’s why it doesn’t work properly.
You cannot get the 2nd & 3rd abilities to work because we cannot attach Actions to magic items.
