To be perfectly honest, I forgot that the Max Dex bonus could be set as “none” under Basic Information. I have legitimately lost count of the number of folks I have helped with their homebrews. Surprisingly, you’re the first person I have helped who is actually using a suit of armor to do this type of thing. (Usually it’s a subclass feature like Unarmored Defense, a racial trait like Tortles & Lizardfolk have, or a Wondrous Item to get around not having any armor proficiencies.) You may not actually need that second Modifier then.
However, after you add/edit/remove anything like Modifiers on a homebrew, you MUST re-save the entire thing using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up your changes. It can then take up to 20 minutes for the system’s various siloed servers to update all of their caches. You might also need to “wake up” your character sheet to get it to refresh its own cache. (Refresh the page, add Inspiration to that character, refresh the page again, remove that inspiration, refresh the page again.)
The reason you cannot find anything is because it isn’t actually doable. You’re just gonna hafta do like everyone else when they realize whatever they want to do is not possible in the system exactly the way they want. That is, you’re just gonna have to put it in the description and tell your player they have to track it for themselves manually.
Been trying to change the AC of an armor I'm making to 18, but it's stuck at 11.
I have it's base armor as padded and it requires attunement if that matters.
Alternately, is there a way to have the base be plate and then treat it as light armor?
Starting with your padded, you would add the following to it:
After that you MUST save the entire homebrew using the main [SAVE CHANGES] button under Basic Information or the system will not pick up your changes.

I didn't realize it needed the second modifier.
I'm sure this helped with the problem, but something still isn't right.
Do I need the Dex modifier in Basic Information to be at something?
The AC still comes up as 11 in the character creator.

Yeah, I can't even find any tutorials or forums anywhere that go in depth into making armor like this.
I checked in on it to see if would update, but it's the same.
