Essentially, what I want is at 4th level, you can choose you increase a single ability score by 2 or two abilities scores by 1 each. Then, I essentially want to repeat this at 8th level, 12th, 16th and 19th level.
Pretty much, just the Ability Score Improvement feature that Fighters have.

What you just described is the default progression that absolutely every PC already automatically gets without you needing to do anything at all whatsoever. Those are base class features, and are not dependent on anything you can homebrew in this system to function.
Fighters in particular get additional ASIs at 6th, and 14th levels. Rogues get an additional one at 10th level. Those are also base class features.
However, if you do wish to include an additional ASI at some other level for a particular subclass, it is possible. Create a “Granted” feature named “Ability Score Improvement,” and then add the following Modifier to it twice:
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 1
If you want to include the option to take a feat instead as per normal for an ASI, then you might be out of luck as I think (if I remember correctly), the modifier for that doesn’t work correctly when attached to an Option,* and that is what you would need to utilize. But just in case:
Create a “Granted” feature named “Ability Score Improvement,” and then add an Option to it named “Ability Score Improvement” and add the following Modifier to it twice:

Then create a second Option to that feature named “Feat” and add the following modifier to it once:
Modifier: Feat->Subtype: Choose a Feat
After both Options are added and saved, hit [SAVE CHANGES] on that feature, and then go to the Basic Information page for your subclass and hit [SAVE CHANGES] there too. Then give it at least 20 minutes before checking to see if it worked.
