I created a Wizard subclass that imbue their magic into arcane focus, for greater casting capability at lesser flexibility. Example, imbuing a Wand with Shield would lock a level 1 spell slot until the charges are used to on the Wand (bypassing long rest and Arcane Recovery); the number of charges are equal to your Proficiency Bonus.
Ex.: Imbue [1 + Int Mod] Wands; Wands have charges = Proficiency Bonus; Imbue 1 spell from known wizards spell list to a maximum of level equal to half your Proficiency Bonus rounded down. Imbuing 1 Arcane Focus per day.
The other challenge I'm having in the same build, is how to create counters (like Artificer Infused Item or Monk Ki points) that scale for each type of Arcane focus that can be imbued with spell(s). Lots of calculations, but similar in process once the technical is created.
Currently I've created items for each possible combination, but not sure if I can create one item that scales with the user. Only catch on that aspect is figuring out how to set selection and limit spells to imbued onto an Arcane Focus.
A lot of questions in a short post. I've got the whole of the build created, just trying to simplify the management of class features.
I've figured out some of the steps, now just trying to figure out how to add adjustable modifiers to the weapon based on the character's Stats/Prof Bonus and the ability to choose Spell(s) to be imbued onto the Focus.
Based on current practice and experience, I've figured that out, and currently can't tell the item to give options for which spell will be 'Imbued' onto it. For now, I have each Item created as individual variants and add spell(s) onto them via "Notes" to know which has which spells. Other than that, keeping track of which spell slots are expended and locked until the coinciding tool has used up it's charges is a manual effort as well. Good ole Pen-and-Paper skills.

You cannot add adjustable modifiers to a magic item based on a character’s Stats/PB. It is not currently possible.
