i'm having a problem creating a couple of magical items, i think it might be a problem on DND beyonds end because i have tried everything. Im trying to make a heavy armor, in this case chain mail that you can add your DEX mod to it, at a max of +1, and its not working, so far i have tried setting the DEX bonus to -, 2 max and full mod. I have also tried the SET modifier to AC Max Dex Modifier; fixed 1, AC Max Dex Armored Modifier; fixed 1, and the Set - AC Max Dex Unarmored Modifier. I also have the same set to Bonus.
D&D relies on a fairly strict balance of Attack Mod vs. AC. It is hard coded into the game that the highest a character’s AC that includes a Dex Mod can be is 17(19 with shield). AC can go as high as 18(20 with shield) if the armor does not allow you to add the Dex Mod (read Heavy Armor).
Sure it relies on balance, that doesn't mean i shouldn't be able to do x thing if i have the option. According to the homebrew options i SHOULD be able to do add a DEX mod to heavy armor, but it doesn't let me.
I’m not disagreeing with you at all. I’m simply explaining that that they probably have the thing coded a specific way and a likely reason behind why the program is coded that way. This may in fact be a topic better for the D&D Beyond Feedback Forum, or perhaps the Bugs and Support Forum.

It's a good attempt to figure out the underlying logic, but your explanation is incorrect in this instance.
It's as simple as the rules for the base armor type being enforced.
The homebrew system was designed to facilitate building the official D&D magic items from the DMG. In hindsight, it's clear that significantly more flexibility is required - there will be a reworking of the homebrew system in the future.
For now, I am not sure there is a way to set the max dex AC bonus equal to one.
You could allow it to be 2, by starting with a base item of medium armor and then using BONUS->AC to give it the correct armor value for heavy armor.

(Although I would sorta, kinda say that My explanation is partially correct. Since the rules they used to create the items in the DMG are based on WotC’s guidelines as to what limits the Armor in question follows; and since ,as you stated, DDB’s coding reflects those DMG items... Sure, I missed a step, but in the end the coding for DDB’s generates is the thing preventing the thing from happening. Do I at least get partial credit?)

After you save the Modifier you must re-save the entire homebrewed magic item using the main save button to trigger the system to pick up your changes. It can then take up to 20 minutes for those changes to get pushed through to a character sheet that is already using that homebrew.
