That is not done through snippets. You will have to add a “Spell Action” with a Range of Touch and a “Reset Type” of Long Rest and SAVE it. Then you will have to hit “edit” on that same action and you will be able to add a “Limited Use” of 1, save that, re-save the Action, and then save the world noire homebrew to trigger the system to pick up the changes.

You cannot modify base classes directly. You can either make a homebrew copy of a subclass and modify that, or create an appropriate feat
