I want to be able to give players access to additional spells known/prepared.
Specifically in this case, I want to allow a Warlock to have permanent access to the expanded spell list in addition to the spells they choose at level up. I have other situations where I'd like to do this in the future, but this is the pressing concern.
I've tried doing this through both a magic item and through a feat, but I can't seem to link the casting of the spells to the character's spell slots.
Is there any way to do this outside of creating a homebrew version of the subclass? She's using one of the UA patrons, and it feels like a lot of extra effort to recreate that in homebrew (you unfortunately can't use the UA patrons as a template).
Have you tried starting with a copy of magic Initiate feat? Look at the feat settings.
If the character already has slots, they can cast any spell known including those granted by other features if they have a slot of appropriate level to cast it. They just click on the slot button instead of the button next to the spell name.
Note that adding additional specific spells may give your homebrew the no-publish ban if the spell isn't on the free to use list. (Many spells from PH will trigger the copywrite flag.) If you get the flag, you and your players can still use the homebrew, but you can't publish it.
Using a copy of the Magic Initiate feat only grants limited uses of a spell to cast without expending a spell slot. Using a magic item only grants charges to use for casting spells. Ether way, they don't effect the caster's spell slots.
It seems like the homebrew editor only works for mechanics that are already in use in the rules and don't really allow you to homebrew a new mechanics.

Just checked myself and the CONSUMES SPELL SLOT is only on the Add Spell screen for subclasses, not feats or items.
