We have some spells like Fog cloud , Stinking Cloud and Darkness which put any space into Heavily Obscured space. Anyone inside it is blinded cuz of Heavily Obscured.
1. That mean anyone outside cannot target anyone inside ? Same for oppose direction ? 2. They can only attack in melee range ? 3. Do they know about each other ? Like before spell they know who is where after spell they all get hide condition ? 4. Warlock can bypass darkness cuz he have ability for that but he cannot bypass fog ? 5. Can i use hide action ? If so do i have bonus for that ? 6. If someone is hiding in fog what will happen if i am too close or i need to roll perception check ?
My problem is kinda Fog vs Darkness in theory they are almost same only Darkness block non magic darkvision that mean fog do not block it (that change something)? If that would be true i could assume u could still range attack enemy in darkness only with disadvantage.
You can't see anyone inside, but there's no reason you can't attack them; the Player's Handbook does list rules for attacking things you can't see. You roll the attack with disadvantage, and automatically miss if the target isn't where you think it is.
There is no such restriction.
If they could see each other before the spell was cast, then they would know where each other was at that time. They would still be attacking with disadvantage if they couldn't see their enemies.
Sounds like you're referring to the Eldritch Invocation "Devil's Sight". Yes, this allows seeing through darkness, but not through fog.
You can use the Hide action, though if the enemy already can't see you, it doesn't provide much benefit.

To answer your last comment: darkvision is not relevant when trying to see through fog. As I said above, you can always try to attack something you can't see, but you roll with disadvantage, and automatically miss if the target isn't where you think it is.

Darkvision only works against darkness, it does not help you against fog and other things that obscure vision (like the spells you mentioned).

If I were to interpret it literally, my conclusion would be this: a) everyone who wanna target or aim at Heavily Obscured space have Blinded condition. and b) You know everyone position even if they move ( Like they are aware )
But in that case Darkness gives almost nothing vs Fog.

Yes, though they could move quietly (via a Stealth check), and if they beat your Passive Perception you won't know where they are (and automatically miss if you guess their location incorrectly).

You can usually attack both with melee and ranged. What to look out for is spells/abilities/attacks that say "you can see" because they don't work.
The Warlock invocation Devil's Sight only work on darkness, not on anything else.

It depends.
For example, as Thezzaruz mentioned, Devil's Sight allow seeing through Darkness but not other Heavily Obscured types. The same goes for Truesight.
So you could use this detail depending on your enemies' senses, casting Stinking Cloud or Fog Cloud instead of Darkness.
