I would roll up a spell caster who focuses almost entirely on using spells that don’t use attack rolls or saving throws. I’d pick a race that would give me a 12 or 13 in my spell casting stat and I’d search for a magic item that would bump that stat up at higher levels.
Buffing your allies, controlling the battlefield, deceiving your opponents, and healing your allies are all great ways to play a character with scores that don’t give many bonuses. I might play a Variant Human and get the Magic Initiate feat to give myself access to some secondary spells that I wouldn’t have access to normally because my scores are low enough that I won’t be able to multiclass.
No? Not allowed? Bladesinger Wizard high elf. A front line fighter with 9 HP and max 13 AC at level 2. You will be rolling a better character in no time. If the DM refuses to kill you, all the better, use your immortality.
If the campaign is getting to level 6 pretty fast, I might do a Fighter and take advantage of the extra ASIs they get. It's also helpful not needing to pick up the War Caster feat like most casters seem to need (so I would not choose Eldritch Knight). Although if doing a sniper, the Sharpshooter feat is pretty important, but it does make having a low Constitution score much easier to handle than if you're running around in melee. But with the extra ASIs, you'll have a slightly easier time getting your Strength or Dexterity up. Starting off with Human if you want to do an archer and starting with the Sharpshooter feat would make you pretty good. You'd only have 12 Dex at the start, but by level 8 you could have 18 Dex. And right from level 1 you would have a 600ft range on your attack.
A Half Elf Warlock with the Actor Feat at level 4 (because of the 13 in Charisma at level 1) would be pretty effective, too. Mask of Many Faces + Actor Feat would make you extremely useful in Social Situations. You could start with 13 in Charisma and 12s in Con and Dex to still have somewhat decent survivability. Warlocks seem less reliant than Wizards, Clerics, Druids, and Sorcerers at concentrating on spells, and don't seem to need to be able to cast with items in both hands, so the war caster feat is less important for them than it is for other full casters.
Order Cleric/Moon Druid multiclass. While in humanoid form, you can add a lot of group effectiveness by healing or buffing your party while handing out free attacks. When spell slots start getting low, you can shift into a combat beast and mix it up on the front lines. Neither form cares one whit about your 13 wisdom.
Variant Human Lore Bard with the Lucky feat that focuses on support spells and skill check. Racial bonus would go to Dex and Cha, 4th level feat would be Resiliant Constitution. The rest of the ASIs would be Charisma and Dex.
If I were absolutely forced into misery to play those stats, it would be some kind of a buff character; probably a life domain cleric. With heavy armor you can get a decent AC, keep up buffs and heals people you could be reasonably effective.
