Description
It takes a strong personality, ruthless cunning, and a silver tongue to keep a gang of bandits in line. The bandit captain has these qualities in spades. In addition to managing a crew of selfish malcontents, the pirate captain is a variation of the bandit captain, with a ship to protect and command. To keep the crew in line, the captain must mete out rewards and punishment on a regular basis. More than treasure, a bandit captain or pirate captain craves infamy. A prisoner who appeals to the captain's vanity or ego is more likely to be treated fairly than a prisoner who does not or claims not to know anything of the captain's colorful reputation.

I think this is an example of a Monster with a CR held back by low-grade armor and weapons, like thug.

He only has two daggers to use as ranged ammunition, so only two attacks per round. At least thats how I rationalize it.
He is dual wielding. The stat block simply didn't complicate this mob, and just gave it a multiattack of three instead of "Miltiattack two with scimitar and/or dagger and/or dagger anged attack and a bonus action of one off-hand dagger attack but you don't add a bonus to that dmg."
It's just a miltiattack 3 for dual wield and miltiattack 2 for throwing two daggers.
I assume its because he only has one dagger in each hand.

To make 3 attacks you need to have Extra Attack 2, or Extra Attack 1 + Two Weapon Fighting. Note that two weapon fighting works whether or not you make melee attacks or thrown:
It's likely that they have essentially Extra Attack and are using TWF, but they don't have Dual Wielder so they can only draw 1 dagger per turn. Ie, start of the turn they are dual wielding dagger and scimitar, they throw one dagger, then use TWF or Extra Attack to throw another - and as part of that attack they draw a new dagger using Object Interaction.

It takes a free action to pull out a weapon and you are only allowed one per turn. So he throws one from his hand and then pulls out the second to throw. After that he can't pull out a third dagger until his next turn. So to be simple he only has two range attacks. Or as Limrasson said.
With three attacks and probably the highest HP of the cr2 this Captain is a beast.
I mean....there is a really easy way around this that doesn't require all the rules lawyer-ey hoop-jumping. This is not an Adventurer Class. It is a "monster" statblock from the "Monster Manual". He does not have Extra Attack. He does not have Fighting Styles. He has exactly 0 Class (haha get it?) Levels. No extra explanation, exploration, or extrapolation needed. He uses Multiattack, which is fully outlined in the description. It doesn't need to be consistent with Player Character action economy or ability interactions because it is none of those. Also just to be clear I'm not condemning the exercise as-is. Just want to add the perspective that it is unnecessary. On forums this mentality isn't really detrimental to anything but I have seen it bring many a session to a grinding and often fun killing halt (e.g. Oh boy, they're breaking out the books again. Guess I'll go run to 7-11)

By the DMG computations, this creature should be CR 3 (Offensive CR = 3, Defensive CR = 2).
My friend used this stat block for us to fight Bill Cosby, he nearly killed my character twice.
