Tentacles. Melee Weapon Attack: +5 to hit, reach 15 ft., one target. Hit: 10 (2d6 + 3) bludgeoning damage. If the target is a creature, it is grappled (escape DC 16). Until this grapple ends, the target is restrained, and the octopus can't use its tentacles on another target.
Ink Cloud (Recharges after a Short or Long Rest). A 20-foot-radius cloud of ink extends all around the octopus if it is underwater. The area is heavily obscured for 1 minute, although a significant current can disperse the ink. After releasing the ink, the octopus can use the Dash action as a bonus action.

Agreed, between it's health, stealth, and grapple it should be a cr 2. Spawning in 4 of them with a level 5 conjure animals would be insane underwater.
And I allow my players to choose which beasts to summon with it (as long as it's the appropriate habitat). So the cr for monsters can be pretty important.
Glad I can adjust the CR however I want.

As written above though, it can only grapple exactly one character, and cannot attack anyone else while it does so. It's not grabbing or attacking, say, up to eight characters here.

They really did octopuses dirty. No venomous bite and average intelligence for a giant animal? Laaaaaaaaaame.
This animal schould be threated like Giant Owls or Giant Eagles, with its own Language an int of 9-13 and some (small) spells like camourflage or psionics.
These animals are more intelligent than an avarage Child or even Teen. They are even in an real live Seting scary intelligent and proficient!

Yes, and cats have pupils that automatically adjust allowing them to see better in low light. You also can not heal to full health by sleeping for 8 hrs and there are a ton of other things that are not 100% realistic in the game (most of them are done for balance purposes) but although I could go through listing all these things I can find I see no point really. If it is a problem that some creatures/things are not exactly as they are in real life talk to the DM to see if they will homebrew some things for you (depending on what you ask they may allow it and it never hurts to ask). However, it is the DM decision in the end and if you have a problem with things not being 100% realistic perhaps you should not be playing any board/video games at all since none are 100% realistic (especially games like D&D that have magic).
It's likely the low AC that gives it the low CR number.
