I find it a bit difficult to believe that these things are the foot soldiers in the blood war with just how weak they are. I hope we could maybe see some more frightening versions in the future, perhaps a Lemure that is comprised of 666 useless souls that have been bound together, that retain the Hellish rejuvenation with a CR more appropriate for a common enemy for a high level campaign.
There is something to be said about quantity over quality, enough low level mobs attacking a party can be just as deadly as a high level mob
“Lim-oo-ray” sounds so much better than the primate-like creature.
It's actually Lee-mur-ray so it does sound better than what they have here.

It’s less that they are foot soldiers and more they are glorified speed bumps that swarm enemies and slow them down long enough for the actual warriors to get organized and in position for a battle.
I’m pretty sure Mordenkainen’s Tome of Foes directly says the Lemures jobs are to die as slowly as possible. They regenerate so they are eternally replenishing obstacle to the demon hordes. So maybe it’s more comparable to a barrier that only slows and does not stop enemies?
“Foot soldier” is a strong phrase. “Raw material” is more accurate.
A horde of Lemurs might serve as a distraction in battle, or cheap labor for fortifications, but their real role is to be sacrificed to feed weapons, machines, and more powerful fiends.
I think Imps, spined devils or even Bearded Devils, are more appropriate for the role of “grunt” in a high level campaign.

Since, a fiend that dies outside is native Plane is just sent back to its home (though often banished from a realm for a variable length of time), Hellish Rejuvenation makes Lemur effectively indestructible (at least in the long term).
I miscalculated - the cr is actually 2. Not that it matters.
Personally feel that the name should be pronounced "Le-mure" as in "Demure." I'd be curious to hear why it's supposedly "Le - mu - ray" or such.
Can anyone explain why their fist is +3 to hit? Their CR is 0,so proficiency should be 2, but they have no str bonus, and a dex penalty.
Tip for actually making these interesting:
Devils do have some level of infernal technology, be it infernal furnace based war machines or actual machinery & technology. I like to take it one step further and go full DOOM ETERNAL and give them cybernetics and such. Considering in the blood war there are hordes of Demons pouring out of the river styx, into the Nine Hells where Devils can actually be killed, you'd think the Devils would find some way to give themselves an edge.
So instead of Lemures being hopeless bundles of flesh, look up the "Carcass" from Doom. It's essentially a Lemure bolted to some mechanical legs with a shield projector & a gun. Someone on Reddit has done a Doom Bestiary you can use as their stat block.
Since they regenerate after death, you could even use them as suicide bombers...

They ate individually weak, yes, but imagine over 1000 of them coming at you with a fiendish commander giving them psychic orders
How is the challenge rating 0 when it could beat a level one party like I know it’s still week but it should be 1/8 challenge rating, in dnd nothing that does damage and has at least 1 health should be a challenge rating of zero.
