Innate Spellcasting. The planetar's spellcasting ability is Charisma (spell save DC 20). The planetar can innately cast the following spells, requiring no material components:

3/day each: blade barrier, dispel evil and good, flame strike, raise dead
1/day each: commune, control weather, insect plague
Magic Resistance. The planetar has advantage on saving throws against spells and other magical effects.
Multiattack. The planetar makes two melee attacks.
Greatsword. Melee Weapon Attack: +12 to hit, reach 5 ft., one target. Hit: 21 (4d6 + 7) slashing damage plus 22 (5d8) radiant damage.
Healing Touch (4/Day). The planetar touches another creature. The target magically regains 30 (6d8 + 3) hit points and is freed from any curse, disease, poison, blindness, or deafness.

Not only is there nothing stopping you, or anyone from modifying, re-skinning, changing the lore, looks, behavior and stats of any creature, it is spelled out in writing to do so at your pleasure, in the rules.
BTW, changing stats, mixing traits and other mods is mentioned on page 254 of the OGL SRD, as well.

I can see how you can think like that. Soler is basically like a buffed up Planetar. I think it would be fun to DM a campaign then give Planetar's sword to the players then make them fight three Devas, or give them Soler's sword and make them fight three Planetars or something like that, and see how it turns out.
as a druide can i shapechange into a planetar a cast raise dead on one of my team member ?
Yes.
As a druid, you could.
But the material costs for Shapechange are much higher than Raise Dead, so unless you don't have a party member that could learn that spell or you just happen to have a jade circlet in that situation, it just isn't worth it.
There are also just cooler things you could be doing if you are at a point where you can shapechange into an angel, but that's unrelated.

From what I understand, the material cost for shape change is not consumed, so that would not be a limiting factor. The actual issues here are concentration and casting times. The planatar does not need material components to cast raise dead, but presumably the hour long casting time is still a factor. I don't belive you can maintain concentration on shape change while casting a spell that has a longer casting time than one action. Additionally, i think that even if you ignore the concentration factor, you have another issue where technically your 1 hour duration of shape change will expire one round before you can finish your first casting of raise dead.
If you want free castings of raise dead, I think you need to go with true polymorph, maintain concentration for the hour to make it permanent, then you can use your 3 castings of raise dead per day until you get someone to dispel your planatar form.
