Water Form. The elemental can enter a hostile creature's space and stop there. It can move through a space as narrow as 1 inch wide without squeezing.
Freeze. If the elemental takes cold damage, it partially freezes; its speed is reduced by 20 feet until the end of its next turn.
Multiattack. The elemental makes two slam attacks.
Slam. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) bludgeoning damage.
Whelm (Recharge 4–6). Each creature in the elemental's space must make a DC 15 Strength saving throw. On a failure, a target takes 13 (2d8 + 4) bludgeoning damage. If it is Large or smaller, it is also grappled (escape DC 14). Until this grapple ends, the target is restrained and unable to breathe unless it can breathe water. If the saving throw is successful, the target is pushed out of the elemental's space.
The elemental can grapple one Large creature or up to two Medium or smaller creatures at one time. At the start of each of the elemental's turns, each target grappled by it takes 13 (2d8 + 4) bludgeoning damage. A creature within 5 feet of the elemental can pull a creature or object out of it by taking an action to make a DC 14 Strength check and succeeding.
Wait. So this water elemental is not immune/resistant to fire damage?
Polar opposite i guess. Same with the earth elemental not being immune/resistant to lighting. But you could house rule that. I'm more stuck on the fact that it isn't invisible underwater, like the Water Weird. But again, house ruling can fix that.
If you combine lava and water it makes stone or obsidian therfore getting rid of water. If you combine fire and water it makes steam therefore creating an air elemental get it?
That is why its cold damage for Fire elementals rather then water damage
If you check fire elementals, they are weak to cold and water. And as the elemental types clash, I'm more surprised it's not weak to fire.

Elementals don't need to breathe (considering they have no lungs and are made of pure elements)
so as a water elemental underwater i'd be fine?

Last sentence of "Whelm" feature should read:
"A creature within 5 feet of the elemental can pull a creature or object out of it by taking an action to make a DC 14 Strength *check* and succeeding."
The word "check" is missing from the entry.
Can the water elemental talk different forms?
Indeed! it currently reads:
A DC 14 Strength WHAT? (it should be noted that this Error is in the Basic Rules, but NOT the Monster Manual)
More importantly, DC 14 is inconsistent with its Stats, as its Strength Save DC is 15 (8 +3[Proficiency] +4[Strength Mod or Constitution Mod])
Additionally, I agree that the thing that is made out of LIVING WATER shouldn't be at risk of Drowning. I know it can hold its breath for 54 Rounds (5 Minutes 24 Seconds), but it needs Water Breathing, because it is made of the stuff.
Additionally I should point out that ALL of the Elementals are missing the following Ability from the Monster Manual:
"Elemental Nature: An elemental doesn’t require air, food, drink, or sleep."
This should be corrected ASAP.

I think the “nature” traits are just assumed, unless stated otherwise, since skeletons, mummies, and wights (who obviously don’t need to breath or eat) stat blocks also lack the “undying nature” trait.

Nope it is an Elemental. Otherwise it would be put into the Ooze section with other ones and its type would be next to its size category.
