It was recommended to me to use custom skills since I wanted to make sure I was capturing the bonuses to ability checks when I need to do a charisma ability check for counterspell and other scenarios.
When I create a custom skill, and choose half proficiency level, the resulting value ends with .5 since my proficiency bonus is +3 right now. There doesn't seem to be a way to tell it which way to round, and it doesn't look like it is possible to add a magic or misc bonus with a .5 positive or negative value to round it.

I get the same behavior. I am guessing it is not intended. It should be rounding down.
