Hello, I've been working on a tattoo for a monk that stores charges as they attack someone and can spend those charges to cast certain spells. I've encountered a few problems, so I'll lay them out here.
One of the spells is Shocking Grasp, which is a cantrip. When I had that spell listed on the item, it would say that the spell could be cast "at will" rather than costing the charges. I couldn't find a way to change this, so I created a copy of Shocking Grasp, renamed it, and made it a first level spell. This felt like a work around, but did solve the charges problem.
However, there's still a problem. The spell requires a melee spell attack, but Monks don't have a spell casting ability, so the only thing that is added to the attack is the character's proficiency bonus. I couldn't find a way to change this anywhere. Is there a way, either in the spell or item, that I could make the attack use the character's normal attack bonus i.e. Dex + Proficiency?
Here's the links to the Item and Spell. I haven't posted before, so let me know if I'm supposed to link the items some other way.
I tried to check your link but it said Error 404, Page Not Found. Are you sure the link is correct?
That means that the link is to a private homebrew and we cannot see it. That’s a good thing for the OP, since if they published it for us to see they wouldn’t be able to fix it without making a copy and republishing it and that sucks.

That’s why items that grant spells that have attack rolls like that always “require Attunement by a Spellcaster.” The homebrewer is simply not designed to make magic items that break the mold like that. They are currently redesigning the creation software to allow us to create things like you are trying to make, but it isn’t ready quite yet. We are currently waiting for those upgrades. You’re just gonna have to be patient like the rest of us.
