I hate that I am about to say this, but IamSposta is right. Using the customization options in Tasha's on his Goliath Wizard have a +2 to Int instead of Str would make it arguably better than a High Elf Wizard which does not feel right at all. All races should be able to be any class, but the races that have significant part of their lore surrounding a certain class should not be weaker than pretty much any every other race in that class which is pretty much what Tasha's managed to do.
Sooo. . . back on topic? This discussion is bound to pop up somewhere else, as it has for the past 6 years (but especially during the past 5 months), and this isn't the correct place to do it. I feel a bit left out of this particular discussion, as I have quite a lot to say.
Yes, Mountain Dwarves are now the objectively best race for someone who wants to take a ton of tools. They can get 7 of their choice of any type from their race due to TCoE. Second place goes to Githyanki (third place being any elf or other race/subrace that gets 4 weapon proficiencies).
This is an issue. This proves even more to me that these types of proficiencies should come from your background, not your race. There's no reason from a lore or balance perspective for the Mountain Dwarf to get proficiency with 4 weapons and light and medium armor while Hobgoblins get two martial weapons and light armor. Hobgoblins are known for being martial more than Mountain Dwarves are, and the disparity between the power of the two races is just ridiculous.
Mountain Dwarves were always an unbalanced race, this change just highlights that and makes the discrepancy even more noticeable. As Yurei pointed out, half of your racial features are useless no matter which class you play.
The race is unbalanced, not the system.

Random question - If firearm proficiency is allowed, and you wanted (*a 3Armorer/2Bladesinger woodelf - Quandrix background) to have a decent backup weapon for thunder and lightning immune creatures, which proficiency would you suggest to keep so you could trade weapon profs you won't use for tool profs you might use?
*For underwater* - I'd request trading firearm proficiency for handcrossbow proficiency, but I don't know if that's asking for too much, even if firearm proficiency isn't allowed. Nevermind the Gunner and Crossbow Expert feats, respectively. Half an asi vs off hand ranged BA, trying to figure out this build lol.

I agree with Third. Mountain should have never gotten +4 asi's, and a ton of proficiencies on top of that.
