So while testing with my players if they were able to create a kender, I discovered a much bigger issue that's probably been going on for a long time.
First, I have the Master DM Tier subscription and I have enabled Content Sharing.
When they couldn't create the Kender, I disabled Content Sharing and re-enabled.
Still they couldn't see Kender. So I asked for a screenshot of the Races they do see - and they're missing a lot of them.
Here's the list of books I own here on D&D Beyond (straight from my account page, so it's not from another DM Master Tier game I am in or anything - straight from my accounts page)...
So for example, they don't see any of the Spelljammer races (Autognome, Harzdone, etc), they don't see Owlin from Strixhaven, on and on.

Even if he didn't have "Show Legacy" on - he'd still see, for example the Spelljammer and Strixhaven (and Dragonlance) races - however -

EDIT - Just to be clear, the player is in my campaign - and I ensured Content is all enabled.
They do have the books active in Character Preferences in their character editor, correct? I am going to have my players check this out tomorrow.
Yeah - the only one I have that needs to be "turned on" is Dragonlance. I don't have the Ebberon books - so that shouldn't need to be turned on or off, since I don't have content from there. Unless there's somewhere else I am not thinking of - below screenshot is from the first page of creating a new character (or editing an existing character) -

You have to have a character in the campaign in order to benefit from content sharing, because content sharing is shared by campaign. Once content sharing is on, anyone joining the campaign with the link on the campaign page has the option to join with an existing character -- which cannot be in another campaign, so usually is made with what that player already owns -- or there is an option to build a character from scratch. Choosing the latter will create the character from scratch within the campaign, giving them access to everything. Choosing the former is fine, you just then edit it to be a race/subclass etc that you now have access to, now that you're in the campaign where the content sharing is.
That's how it's supposed to work. If they're creating from scratch after having followed the 'join campaign' link, or are editing the race on a character that is already in this campaign, then yes, that's a problem and not how content sharing is supposed to work. If the character they're editing is not one that's in the campaign, it will not have access to any shared content. It really looks to me like that's what's happening.
Is the race page the only one where shared content isn't showing up? Are they seeing all the shared subclasses, etc?

I haven't even gone that far to check. When I saw the reports over in the Official Dragonlance thread about Kender and stuff - I had one of my players test - and see the same issue. That's when I asked for a screenshot of the Races they see available to them - that I was like, "Wait a minute. You should see way more."
So I am not sure about backgrounds and such.
So they would - for a new character - just select (for example, Human) - then join the campaign. The Edit their character. Phew, that seems like that could somehow be easier.
It'd be great if they clicked the Campaign Link and from within the Campaign Page - there was a Create New Character option.
So that way from the get go, they can create a new character with all the options.
I am an idiot and didn't notice the link to join a campaign is slightly different than the campaign link itself.
And if you do the join campaign the create a character option is there at the top.

It must be a flaw with the Dragonlance release because I cannot access the Kender either.

Yeah - I think there's something going on with the Kender specifically. (And Dragonlance in general - Official Thread for that here)
But - my real question is -
My players who are in my campaign. Say they want to make a Autognome - which I have the book for and it's shared...
They don't see Autognome as an option when they create a new character.
So do they, for example, have to create a human - then join the campaign - then edit their character - and then select Auto Gnome?
Because that seems very backwards.
There should somehow be a way to join a campaign with no character and just begin creating it with the options available from the campaign.
And if there is, I am not aware of it.

Then you got early access on the 22nd to Dragonlance content.
Like, I myself, as the owner of the books can make a Kender right now.
