A bunch of people had the same issue. Go to your account > licenses and click on 'sync my entitlements'. Should unlock everything then.
Also, check this thread out for the official list of known issues. There are several things that are not yet implemented so worth building your character while checking with the PHB rather than fully trusting the available on the builder as some features are not fully supported yet.

I have purchased the Digital 2024 Players Handbook (with physical bundle).
I am able to access the 2024 digital Players Handbook.
My character I am trying to create does not have access to anything but the free content.
For example:
Races are constrained to the 4 "free options" (Human, Elf, Dwarf, etc.)
When creating a Warlock I am unable to select Great Old One.
This issue is on the website.

I have purchases the Digital 2024 Players handbook
Can access the 2024 phb (Although I can access 2014 without having it bought so maybe that doesnt mean anything)
I can not access the subclasses for the 2024 classes, cannot access the 2024 backgrounds, and cannot access any races besides the 4 free options
And be sure to clear your cache too.

This fixed it thanks! I checked my entitlements right before the 2024 phb launch and it was just fine
edit: it didnt reply but syncing entitlements worked
