Since I can't find a forum for help... How do I make a drop-down for a subclass the way I do for backgrounds? I want to add a feature what gives proficiency in any one language as well as in one of a selection of skills. How would I do this?
While I'm at it. I'd like to be able to offer skills to be proficient in OR gain expertise in one of them that they're already proficient in.

When you create a subclass feature, there is a specific section for this, called "Class Options". Every trait/modifier you create in that section will be shown as a drop-down option.
This is done with modifiers. You can have multiple modifiers for a single class feature.
To choose a language: Modifier type: Language Modifier Subtype: Choose a Language
To choose an additional skill: Modifier type: Proficiency Modifier Subtype: < one of the "Choose a" options >
If you want to provide the ability to choose "gain a proficiency" or "gain expertise in an existing skill" I don't know of a nice way of doing that. There ARE a couple of ways though.
Add a class feature, checking "Has options" and entering levels where the choice can be made. Add an option of "proficiency -> choose a skill" and "expertise -> choose a skill". The user can then pick whether they want a new proficiency or expertise, then select the skill.
Use Twice proficiency, though this doesn't quite do what you want - it adds proficiency and expertise in one go.
None of the "Choose a" options for proficiencies fit though. I want to give a specific list (Arcana, History, Nature, or Religion). I could choose "Intelligence, Wisdom, or Charisma" option and tell the player sternly to only pick one of those options - but that's not really the same.
I'm setting the modifier for a class feature. It's the appropriate level for the class and all I want to do is add to proficiency in History, Insight, or Perception. Player choice.

How does one limit which skills it gives the Player on the Character Creator screen. Leaving the choices as all of them with a note saying "Only choose History, Insight, or Perception" is not the correct answer to this question.
As Filcat resolved above, the way to do what you're trying to do is to use the Options feature in the subclass.
Create an option for each of the skills you want to give a choice between, and assign the modifier for that skill in its appropriate option. Then set the level that options are granted at to the level they choose (example: At level three you would just enter '3' in that box. For level three and level five you would enter '3,5'. For two choices at level three you would enter '3,3'.)
MellieDM, Thank you. Your description allowed me to make it work. Took a little bit of trial and error, but eventually I had the OIC moment.
There wouldn't be a way to limit the options for each choice? For example the subclass I'm making gives proficiency in 1 of 3 skills and also gives proficiency in 1 of 3 other skills. As I understand the options method, I have to add all 6 choices for both options, in you're example '3,3'. While this is much better than choosing from the entire list of skills, it's still not a perfect solution for my predicament.
Now wait a minute. This adds all the skills and whatever blurb I want to the Sublass description page. Not what I want. I appreciate the character creator screen has almost the appropriate skills to choose from, albeit I can't divide them up. But listing the class options on the Subclass description page ruins the recreation I'm trying to accomplish.
So if I understand you correctly you want to give a character proficiency in 2 of 6 skills, but they are separate pools of skills?
If my understanding is correct, you have two options.
One is to make two separate features, each with 3 options, with each option representing one of the skills. IE) Feature 1 -> Option 1: Nature; Option 2: History; Option 3: Arcana // Feature 2 -> Option 1: Persuasion; Option 2: Deception; Option 3: Intimidation.
Two is to make one feature with six options (Nature, History, Arcana, Persuasion, Deception, and Intimidation) and trust the player to read the feature and select the options on their own from what is available.
If my understanding is not correct or my explanation isn't helping, please provide a link to the homebrew you're working on (moderators can see linked unpublished homebrew) and provide a step-by-step description of what you're trying to accomplish.
MellieDM, I understand that the issue was temporarily resolved for others in this thread, but I don't think the original intention was satisfied. In the Modifiers section of a Class Feature, I can select a certain skill or "Choose a Skill", "Choose a Skill or Tool", and etc, which is to be expected. Other options for that, however, are "Choose an Artificer Skill", "Choose a Order Domain Skill", and "Choose an Intelligence, Wisdom, or Charisma Skill", all of which only show proficiencies for those select categories. Is there anyway to choose a different category, say from the Ranger Skill list, or even just defining a set of skills to choose from?
I've been able to somewhat solve that latter question using your directions for the Feature->Options, but that leaves an unnecessary extra description under the selection. I.e. One would choose Animal Handling and would be required to have a description for the skill directly underneath.
Those options are defined on the side of our developer team for official content, there would not be a method to set that up on the user side for you or I to make our own categories. The method to create your own selection of options would be to use the built in 'options' feature. :)

I had to divide Leadership Style into 2 different options and the only drawback I see is the description is a bit bloated.
