I take it you are referring to the CON note under Attack/Save and HIT/DC?
This is not an indication that the spell is using your CON bonuses for an attack roll, because this spell does not involve an attack roll. This spell requires the target to make a constitution save for half damage. The type of save is dependent upon the spell description, not the casting stat.
What the changing the casting stat will change on with this spell is the spell save DC. But the Dex and Con of this character are identical, so you won’t see a difference either way. To see what I mean, try temporarily changing the Dex stat to a higher number and see what happens to the spell save DC (which is currently 10)

I'm not sure I understand what you are trying to do. If you want a genasi whose racial trait casts different spells, you can homebrew a genasi race to get that. You are already using a homebrew genasi race.
If you want to change what kind of saving throw the target makes, you need to homebrew a copy of the spell, as the saving through type is related to the spell, not the race or caster stat. (e.g. wizards can cast spells that force targets to make DEX saves, CHA saves, etc...but their casting stat is INT.)
If you tell us more about what it is you want to do, we might be able to help you do that. I personally not particularly skilled at using the homebrew tools, but there are a lot of helpful folks around here--including DxJxC--who know a good bit about using the homebrew tools.
