Paladins as a class do not have access to a lot of spells. If you want to see what spells Paladins have access to, hover your mouse over <Game Rules>, look over to the <Spells> submenu section, then click on <Paladin>.
The bulk of Paladin's spells are free from Basic Rules. Player's Handbook and Xanathar's Guide to Everything each give a few more options in terms of spells. If you want more subclasses though, they are scattered throughout other source books. Unfortunately, there currently is not an easy way to see a list of subclasses that you do not own, so you will have to ask someone who got everything (or at least all the Paladin stuff) or comb through the Marketplace yourself.

As a 4th level paladin you only have access to 1st level spells. I believe there are only 16 of them which includes ceremony which is in Xenethers Guide ot Everything.
Edit: By the way I was assuming you meant dragonborn Paladin (there is no official dragon based paladin subclass), but then I thought you might have meant draconic bloodline sorcerer. As a level 4 sorcerer you would have access to 2nd level spells with a larger access less (but only a very limited number of spell known)

I did not include it since UA is temporary and is not officially supported, and I think everyone can easily access UA content on here until Wizards archive it.
I am checking my Character Builder right now using Oath of Devotion Paladin (I am not sure what subclass OP has, and I am not sure if the subclass makes a big difference). Since he did not have XGtE, being only able to select 16 Spells is normal. If he has XGtE, he will have additional access to Ceremony for a total of 17 Spells at Level 4.
I bought everything, but even at Level 20, Oath of Devotion Paladins only have access to 56 Spells (58 if we include UA for the new summoning Spells), which is a pretty small compared to Wizard's massive 300+ Spell list.
I was reading a PDF and making the wrong assumption, when I saw Paladin LVL1 and LVL2 spell list, I thought this was related to the paladin level, and not the caster level. But the list was about casting lvl. A paladin in LVL 4 is caster lvl 1 with 3 slots.
Now is clear, thank you very much for the help and information, the 16 spells that I have are ok, this was an interpretation issue.
You say in the video that the Intelligence saving throw is +1 but must be +2 but that's incorrect. Your intelligence modifier is +0 and you're not proficient in intelligence saving throws so normally it would be +0 but with your cloak it becomes +1. So everything is working as intended.

When you reach 5th level you will get access to the second level spells/ If you want to see what is available now you can look in
