I have a Homebrew item where user stats and hit points will be transferred from one user to another. I had to actually build it to add or decrease hit points per level. It worked, but it was not very elegant
Honestly at this point I would rather they just say, "We are not going to do this, stop asking." than to leave it hanging as they have. Just plain poor communication.
Wow….7 years….and clearly a bug because the interface for it absolutely exists. Bonus->Hit Points->Flat Bonus is a viable modifier combination for a feat yet does not work. Textbook case of a bug. Sigh….

This right here. I am trying to make a boon that adds a flat 25 to the character not based on their level. Currently impossible to do with any of the "work arounds."

Well excuse me for trying to be helpful and informative. So sorry.
Here's the thing. Magic Items can provide a flat bonus to Saving Throws, Attributes, and even Attunement Slots. There is no reason why they can't take the Day to code in the ability to add a flat modifier to your max hit points.
Also, for Temp Hit Points, we already have the ability for a die roll to add to your current hit points when you take a short rest. There's no reason why they can't add in the ability for a die roll from a spell or magic item (or again a flat bonus) to modify your Temp Hit Points.
This is something people have been asking for for how many years now?? I'm really surprised that someone in the development team hadn't already thought of it and added them in.

I just found this out today
Again, that’s not what those modifiers were intended to do. They’re for stuff like healing potions, not permanent magic items.
