Is it possible to make private homebrew items truly private, even from the players in the campaign the homebrew is from? There are a lot of times where it doesn't make sense for the players to have access to stat blocks for NPCs/monsters that they'll be encountering soon. Players having access to private homebrew items by default doesn't make much sense in my opinion. Being able to have more granular control over who sees the content (Public, campaign players and/or GMs, only the creator, etc.) would be awesome.
Just remove it from your collection. You can add it back whenever you like.
So if you delete something from Homebrew Collections, it isn't deleted from Homebrew Creations? This is a bit confusing as almost every warning you get while making and saving homebrew material warns that players in your campaigns will be able to see them, and doesn't specify if or how you can keep them from seeing the material.
That simple. As long as it is not in your collection you are good. When you need it (like to build an NPC or an encounter), add it back in for a brief time, when you’re done with it, remove it from your collection again, but it will still stay on that NPC or in that encounter.

You can add images to unpublished homebrew. Images are removed from published homebrew.

How do I equip Private homebrew Items that have not been published?
Make sure “homebrew” is turned on (red) on the home page of the character builder.
