I'm designing a homebrew modular firearm (able to swap and change parts for different bonuses, etc.) I'm trying to figure out if there's any way of setting that up with the modifiers in the homebrew creation tool, and if so, how to do that. For example, under Receiver I have: Receiver 6 Shot Cylinder (2d8 Piercing), 6 Shot Elemental Action (2d8 Elemental - Elemental damage type can be changed once per round), 6 Shot Specific Action (3d6 Elemental - Elemental Damage type specific for cylinder), 6 Shot Explosive Action (2d6 Fire to target and creatures within 5ft of target)
What I'd like to have, is a drop down menu allowing for the user to select which receiver they would like to use, then a separate drop down menu for the sight, and a separate one for the attachment, etc.
That is not currently possible. Those would fall under temporary/toggleable effects which are not currently supported.

But those don’t change on the sheet, they change in the builder. That’s why it isn’t supported in feats and items yet. From what I understand, when they finish the revamp we will actually be able to switch those things on and off directly on the character sheet. You know, with “toggles.” But from a programming feature, temporary and toggleable will both require the same basic “on/off” architecture.
Think of it like a lamp. This kind of permanent modal function is like a three-way switch. They don’t even have on/off switches yet. If we want to turn a function off we have to metaphorically unplug it.
So whenever I refer to “temporary/toggleable features” what I am really saying is:
I’m too lazy and too slow of a typist to write “Features that will rely on a basic on/off architecture including both temporary effects and permanent modal effects” (that they are programming but haven’t finished yet) so I’m just going to truncate it to “temporary/toggleable features.”

I don’t know from M:tG terminology like that. No idea, never once heard of “modal” like that before in my life.
I was looking at it from the computer’s perspective. As far as the system conceived it there are only ever two options: on or off, 1 or 0. If there are five options and you choose the second one the computer sees:
0 = no = off
1 = yes = on
0 = no = off
0 = no = off
0 = no = off
If you later choose the fifth option, the system sees:
0 = no = off
0 = no = off
0 = no = off
0 = no = off
1 = yes = on
To the computer, everything is only ever either “on” or “off.”
What you may want to consider is separate items for each of your features and attachments like your sight attachmen, that way you could toggle on and off what parts you want active
