Like, in Character Creator, I'm 95% sure the answer is no. The number of spell slots each player has access to are really tightly controlled for a reason.
Or are you looking for build suggestions? Because Warlock spell slots don't mix with normal caster spell slots, so it's pretty easy to get two more with one level dip into Warlock. Besides that, they recover them on a short rest.
Otherwise, a Ring of Spell Storing, or several of the Staffs and Wands can help you out. The ring with slots, and the staffs/wands with spells known.
What I did to emulate spell slots is have the feat grant an Action that recharges on a long rest (or short rest if Warlock) with the description: "Use this action to cast a spell of <x> level or lower, or to use an ability powered by a spell slot of <x> level or lower." something to that effect.

For spells known, you can homebrew a feat to allow a character more spells on their list. If you use something like the magic initiate feats as a base and modify it, it's not too difficult to understand how to set it up. The main issues are:
i) it sets the spells to 'at will' or 'use', but I am not sure if there is a way to set it to 'cast' like normal spells known. This means the player would have to manually tick off a spell slot when they use it, but apart from that, it should function normally.
ii) It's less cohesive than having the new spells in with the rest of your spells known.
Not sure about spell slots. I don't believe so.

this may be old news. But when I level up the game is not adding or opening another spell slot based on my ability mofifier. I should be getting 2 for my level plus 3 slots for my modifier. Has anyone else had this problem.
RAW ways I know of to effectively get more spell slots:
Magic items: Pearl of Power, Wands, Staffs, Rings of Spell Storing and similar devices
Class abilities: Besides the obvious (Warlocks resetting at a rest, Wizards Arcane Recover, Sorcerer converting points), there is the Expert Divination, from the sublcass Diviner Wizard. This gives you back spell slots when casting a divination spell. The key there is to use combat divination spells, specifically Mind Spike. Other will have to be Homebrew.
Feats: Shadow Touched, Magic Initiate, and others. Here you can typically get a free casting of a 1st level spell and sometimes a 2nd level spell. The equivalent of an extra low level spell slot many not seem like like much, but it is a big help early on.
Racial abiltiies: Hear again you can get a few free castings

Thar almost did it. I can't seem to get the spell to work at any level OTHER then the base level.

You don't get spell slots based on level/modifier. It's based off caster levels.
