You also want to check out board games and miniature wargames in general. I bought a lot of Wrath of Kings miniatures from Miniature Market when they were on sale, although they need assembly though.
If you do not mind guns, the cheapest minis will be army men, and you can get a bag with one or two dozen of them at a dollar store so they can be be less than $0.10 per mini. You might be able to find non-army men miniatures at the dollar store too, but those are extremely rare from what I have seen.
If you just want something cheap, printing your own paper minis is the best way to go in my opinion.

They're not all just about painting the minis, they are also about using them in games, and they are the most likely to know the best stores to buy them from. If you're a perfectionist enough that you don't want to deal with painting, you might consider that you'll never be all that happy with mediocre quality miniatures in the first place. The D&D Premium Figures from WizKids are about $8.00 each. I am not sure about the newer waves of figures, but for the first wave of figures that I got, the paint job looks mediocre at best if not amateurish. As for the sculpt themselves, WizKids is pretty decent in my opinion; it is not going to pop like Warhammer or Kingdom Death Monster figures, but it is good enough that you can see distinct facial features.

But if you're just trying to make a horde of orcs, you really have to be a painting fanatic to actually enjoy doing a large number of minis in high detail.

Once you have the basics you absolutely need, Kickstarters are a winner for me. It might take two years between backing a campaign and getting your rewards, but the bang for your buck is pretty amazing if you find something that suits your tastes and has a bunch of stretch goals it'll likely reach.

Check out the Runewars Miniatures Game: they stopped making content for it a while back, so you can get it for a fraction of the original price. It’s way simpler and more cost-efficient than, say, Warhammer, so it might be a good place to start.
Definitely recommend checking on Craigslist or eBay or any other second-hand site you know of. People leave the hobby for whatever reason and need to get rid of all the stuff they've accumulated. You can score entire pre-painted collections for way less than what you'd get buying them at a store. Even if half of it is stuff you'd never use you still come out spending less money, and someone's treasured collection gets a good new home.

The Bones series by Reaper Miniatures is very high-quality plastic, and usually costs two dollars a figure, give or take. Would recommend.
Of course, if you're not into painting, you can always print out pictures and fold them into standing tents, which can look nice as well!
