I'm working on a dexterity build Rogue/Ranger ... I have a high dex score but a low strength... are there any feats or other abilities that would allow you to apply the finesse property to weapons that don't have it? IE. Use the Dex modifier instead of the Strength modifier ?

I am afraid nothing short of magic weapons or the powers of an allowing DM can grant Finesse to a weapon archetype that wouldn't normally have it.
For example, I would probably allow weapons like the Sun blade (the equivalent of a Lightsaber) or others made mostly of energy the Finesse quality.

if i homebrew a feat that would allow you to use your dex instead of strength on weapons would that be OP? Maybe anything that does not have the Two Handed or Heavy properties? What do you guys think? We play in a low magic world so i doubt i will ever get a magic item ...
I'm not aware of one. I'm curious, though, why do feel like you need one? There are several finesse melee weapons to choose from already.
I second the question. Such a feat would give you access to few more weapons. I think I understand you might be looking at that versatile longsword and think it would be nice sneak attacking with a 1d10 damage, but I am not sure an ASI (or variant Human lvl 1 feat) is worth that.
(also, I just remembered the Sun Blade does have the Finesse quality)
Which weapon would you like to use? I would suggest renaming a finesse weapon to something more your style if the visual is the problem. E.g. rapier -> arming sword.
i was really looking to dual wield sickles with a dex Rogue/Ranger build ... they are already light ... but do not possess finesse ... based on my current stats my strength modifier is +1 and my dex is +3
i actually was also thinking about maybe dual wield whips ... i mean i know its a 1d4 damage ... but with two and the dual wield feat and fighting style (Ranger) it might be useful and its the only finesse and reach weapon.
Im sure i could probably use them to climb too ... I have the thief Archetype which has a climbing perk ... i also have a grappling hook and silk rope in my inventory ... so i cant imagine a DM wouldn't allow that to happen for RP purposes.
You could go insane and also take a Monk level, since sickles count as monk weapons. Maybe even replace Rogue with Monk; Monks get a ton of dexterity bonuses, get the climbing abilities you mentioned, and so on.

Or even swap the Ranger levels for Monk. Way of Shadows ties in VERY well with the Rogue abilities.

lol a rogue with 100 daggers ... watch out lol ... ive never used a thrown item before ... after the battle can you reclaim them from the bodies of the dead or do you have to get more?
i was actually just fliping through my PHB and i saw this ... This is a quote from Page 178
ATTACK ROLLS AND DAMAGE You add your Dexterity modifier to your attack roll and your damage roll when attacking with a ranged weapon, such as a sling or a longbow. You can also add your Dexterity modifier to your attack roll and your damage roll when attacking with a melee weapon that has the finesse property, such as a dagger or a rapier.
So does this mean my character could just use a heavy crossbow?
Just so i understand the calculation correct ... if you are proficient with the weapon .... you add Ability Modifier + Proficiency Modifier + D20 to yield attack number but the proficiency modifier is not included in the Damage roll just the ability modifier?

Correct, also correct on the heavy crossbow, provided you are proficient in it.
It's also worth noting that you can use Sneak Attack with ranged weapons, even if they do not have the finesse property (unless I remember incorrectly).
