If a DM wants you to roll up a new character who is higher than level one, how do you determine how much gold they have and what weapons/artifacts they have beyond the basics. The thought being that if a character were, say L3, then one would assume they had earned some gold and found some better weapons or magical items on the way to that level. But, what would be a reasonable format to follow in deciding these things?
Ask the DM for your game. Most DMs will let you know what you can add to your character for a higher-level start. There's guidance in the DMG for it, though as I recall the DMG doesn't distinguish between level 1 starts and level 3 starts. Regardless, the answer to that question can only come from your DM for your specific game and is something that should be sorted by session 0 at the absolute latest, and ideally before then.

This is it. For instance in my game, you said magical items at level 3. The party as a whole might have been lucky to find one or two combined.
There is a table in the DMG. I am on mobile so I can't pull it up easily. I disagree with it's magic items though, I think it's too low.
That table is in Chapter 1, at the bottom of the "Tiers of Play" section. It recommends that anybody in Tier 1 (so character levels 1 through 4) simply use normal starting gold and equipment, with no modification. It's valid, but some people may feel a little irked. An option my table has used in the past is that you get normal starting equipment and also the starting Rolled Gold for your class, but that's not RAW or anything and it's also hardly universal. The answer is always going to be to talk it out with the DM, even with the existence of the table.
