the whole point behind feats in the first place is that all feats can be taken by almost any character and be useful, that they represent training not related to any given class, having feats that require you to be a certain class would be stupid and not very fun, the closest we will get is the metamagic feat and the eldrich invocation feat from the feat UA, both of whom are much better on sorcerers and warlocks but still useful to other people

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes

Right, great weapon mastery is just super useful for a wizard... while there are generically useful feats such as Resilient and Tough, the majority are specialized.

In seriousness, I can see class features which entail progressions a character must follow when elected as part of the class, subclasses with some similar binding progressions, racial features or traits that don't really grow all on one side of the issue. And then "feats" on the other which I think initially were supposed to be available to anybody to customize a player's character. As noted it's grown to where there are racial feats (which can be home-brewed to others, a lot of what passes for the Drow magic feat could easily be accessed by someone with a lower plane touched legacy). You could have more class specific or class directed feats. I'd go further and say you could even have feats that build upon either class or race features or feats. Sort of like "predicated feats" (to gain this power your must have this class feature or feat already).

There are lots of systems that effectively use a points system to address all that fun stuff and I guess that could be an option for D&D as well - there's already a "point buy" option for stats and I guess you could use it for other things - darkvision, languages, stat bonuses, feats, etc.
I don't think that would be healthy for D&D in general though -- there is something to be said for staying close to the current model.

racial feats can be taken by and be useful to members of any class, provided that they are a member of that race, and still provide powers and abillities not linked to any class, "A feat represents a talent or an area of expertise that gives a character special capabilities. It embodies training, experience, and abilities beyond what a class provides", elven accuracy is useful to any elf spellcaster focusing on spell attack rolls or any elf that focuses on bows and rapiers, fade away works for any gnome who dislikes being hit and likes short rests, class dependent feats would be against the way feats are designed, some feats are more useful to some classes who specialize in certain things but no feat ever requires you to be a certain class, becuase that would be way to narrow. The closest we are going to get is eldrich adept, where the feat is stronger for somebody who is already a warlock, but still a cool option for any spellcaster looking for some extra omph

So they dropped two new classes in UA and now I am a little bummed that new Ranger is not gonna be in Tasha;s because I have no idea when the next official book will release with it
The new UA makes me wonder which book this fits in the classic settings. They seem like both would fit either Dragonlance (I know lawsuit just stating it might fit) and DarkSun. They don't appear to fit Greyhawk (which might as well be Forgotten Realms as far as feel). It doesn't fit Spelljammer so it makes me think they are going for a new framing of DarkSun with all the playtest psionics and this latest dragon related playtest. I suspect this isn't the next book as it seems like playtest at this moment.
I'm not sure the H&W lawsuit automatically means no Dragonlance setting. WotC still owns that IP. It just means no novel series to go along with it.
It just means no H&W novel series, WotC could hire someone else. However, it does make DL significantly less likely as a setting, because the lawsuit is an annoyance and possible PR problem.

And they might hire someone else. Or just drop the tie-in novels entirely (did they release an Eberron novel series when Rising came out?). And it might mean a delay in the release of a DL setting, but it doesn't have to kill it outright.
