If you were to have a set of fiends sitting around having an eternal lunchtime break in the process of (theoretically) fixing a broken portal, what sort would you use?
That’s a really interesting question. Tell me, are we restricted by type, devil vs demon for example? Because if it were me it would be a bunch of middling level devils who are part of a union equivalent.

I was thinking of yugoloths but I'm not super attached to that (I'm putting it in the gate-town of Hopeless, on the theory that a way out that doesn't work is much more despair-inducing than there being no way out at all).
As the higher CR fiends might not be best pleased with fixing things how about:
a Cambion "Overseer" so you can combine devils and demons, CR1 or lower (Lemures, Dretches, Abyssal Wretches etc) menial workers pushing and pulling things into place in the sterotypical slaves building the pyramids vibe, a Night Hag that runs a food wagon where they supply/sell "soul" food, a team of Tiefling Artificer engineers that do the planning/architectual side of things with teams of Imps or Quasits acting as messengers and finally Tanarukk to do all the heavy lifting. Once the portal is completed the Cambion and tieflings perform a special ritual that binds an Alkilith to it and they can make it open the portal to either the Nine Hells or the Abyss (rather than just the Abyss which is the norm for an Alkilith).
I'm not sure if anything like this exists in 5e, but I could see a host of fiendish constructs being tasked with it. A reskinned duergar hammerer or duergar screamer jumps to mind. They could be powered by trapped souls rather than tortured duergar.

You could have a taskforce composed of Chain Devils and Barbed Devils or a flock of Dretch lead by a Tanaruk
